Özet
Sosyal devletin unsurlarından biri olan sosyal güvenlik sisteminin amacı, ülkede yaşayan bireyleri sosyal risklere karşı korumak ve onları yaşadıkları toplum içinde başkalarına muhtaç etmeyecek bir hayat standardına ulaştırmaktır. 1963 yılında planlı kalkınmaya geçen Türkiye’de, ilk plandan itibaren “sosyal güvenlik” önemle üzerinde durulan konulardan bir tanesidir. Kalkınma sürecinin temel unsurlarından biri olan ülke insanlarının refah düzeylerinin yükseltilmesinin, iyi bir sosyal güvenlik düzeni ile gerçekleştirilebileceği açıktır ve hatta kalkınmanın temel taşlarından biridir.
The purpose of social provision system which is an element of social state, is to protect individuals living in territorial bounds aganist collective risks and to reach them a standart of living which will provide a condition that they won’t be in need of other people in the society. Social security is a very curicial subject in Turkey where planned development programmes have been pursued since 1963 . It is obvious that higher welfare levels of people, as a main element of development, just would be realized by an eligible social security system and to the extent that this requirement is one of the fundemantals of the development process.
