Özet
Gelişen teknoloji ile birlikte bilgi çağının bir getirisi olarak ortaya çıkan bilgiye ulaşma ihtiyacı; kurumların ve organizasyonların yerel, bölgesel ve ulusal ölçekte bilgi sistemleri oluşturma çabasına neden olmuştur. Teknolojik gelişmelerin paralelinde, konumsal veriler ile gerçekleştirilen işlem kapasitelerinin artması, konumsal veri miktarındaki önemli artış ve çok disiplinli çalışmaların çoğalması, birlikte çalışabilirlik kavramını ortaya çıkartmıştır. Bu kavram ile birlikte kurumlar ve organizasyonlar arasında bilgi paylaşımı ve anlık veriye ulaşım önemli bir konu haline gelmiştir. Ülkemizde son 5 yıldır geliştirilmesi düşünülen ancak halen tasarım aşamasında olan GeoPortal kavramı, birlikte çalışabilirlik kavramının tesis edilmesi ve konumsal verinin etkin olarak kullanılmasının sağlanması için zorunlu hale gelmektedir. Bu çalışmada tasarımı ve uygulaması gerçekleştirilen Açık GeoPortal Sistemi ile konumsal veriye ihtiyaç duyan kurumların/organizasyonların konumsal veri ile etkileşimli olarak analiz, görüntüleme, sorgulama ve veri alışverişi yapabilecekleri bir yapı oluşturulmuştur. Ülke genelinde birlikte çalışabilirlik kavramını tesis etmeyi ve konumsal veriler ile ilgili yaşanan sorunlara etkin çözümler getirmeyi amaçlayan Açık GeoPortal Sisteminin temel hedefi, kullanıcıların herhangi bir yazılıma ihtiyaç duymadan konumsal veri ile ilişkili tüm fonksiyonları web üzerinden gerçekleştirebilmesini sağlamaktır. Geliştirilen yazılım, fonksiyonlar ve işlemler ile birlikte konumsal verinin paylaşımı, sunumu ve kullanımına farklı bir yaklaşım getiren Açık GeoPortal Sistemi, INSPIRE, ISO, W3C ve OGC gibi uluslar arası standart üreten organizasyonların belirlediği direktiflere göre tasarlanmış olduğundan, ülkemizde birlikte çalışabilirlik kavramının tesis edilmesi, standartlaşma çalışmalarının hızlanması ve konumsal veriye ulaşımda yaşanan problemlerin önüne geçilmesini sağlamaktadır. Açık GeoPortal Sistemi, ülkemizdeki sorunlar göz önüne alınarak geliştirildiğinden ulusal ölçekte referans bir GeoPortal uygulaması niteliğindedir.
With the developing technology of the information age, the need for accessing to spatial data is caused to effort for establishing national, regional and local information systems by institutes and organizations. Increasing process capacity of spatial data, multi-disciplinary projects and spatial data amount is revealed interoperability concept together with technological developments. Sharing and accessing of spatial datasets between institutes and organizations are being more important within interoperability concept. In our country, GeoPortal Concept, which is considered to establish for past 5 years, but still in design stage, is being mandatory to establish interoperability concept and provide effective use of spatial data. In this study, Open GeoPortal System is designed and applied to establish a common platform for institutes/organizations to analyze, interact, view, query and share spatial data. Open GeoPortal System, which is aimed to develop effective solutions in the field of using and sharing spatial data and establish interoperability concept for Turkey, intends to provide an infrastructure for users to realize functions related with spatial data on web without installing any software. Open GeoPortal System is providing standardization stage acceleration, interoperability concept establishment and solutions to problems of spatial data thanks to the developed software, functions and processes which are working on international standardization organizations as like INSPIRE, ISO, W3C and OGC. Because of Open GeoPortal System is developed by considering the existing problems of Turkey, it is being a reference GeoPortal application at national scale.
