"Networked and Virtual Organization" Dilemma of Internet

Özet

Recently, issues about how Internet and e-government could end up serving to unethical purposes are commonly raised. Aiming to provide a contemporary interpretation for addressing such issues, this work conceptualizes Internet as a knowledge-based networked and virtual organization, underlying a dilemma of such networked and virtual organizations, thus Internet. The modeled dilemma is that while networked and virtual organizations such as Internet can provide a more independent, informal, and distributed institutionalization, they also have the risk of causing a more formally-scrutinized and tightly-supervised type of governance and management. Before the conclusion, certain implications for e-government are discussed. At the end, it is hoped that such work can contribute to the improvement of Internet and modeling of e-government.
