Özet
Şükrü Kaya, 1927 yılından 1938 yılı sonuna kadar Dâhiliye Vekilliği görevinde bulunmuş ve çok önemli işlere imza atmıştır. Bu çalışmada Şükrü Kaya'nın 1931 yılında gerçekleştirdiği Doğu ve Güney vilayetleri gezisi ve sonuçları işlenmiştir. Gezi sonrasında hazırlanan Dersim ve Kaçakçılık raporları Hükümet tarafından ciddiyetle ele alınmış ve raporlardaki öneriler hemen uygulama safhasına konulmuştur. Raporlardaki öneriler doğrultusunda 1935 yılında Tunceli ıslahat programı başlatıldı. 1918 sayılı Kaçakçılık Kanunu çıkarıldı. Şükrü Kaya, Dâhiliye Vekilliği görevi boyunca bu ıslahat programı ve kaçakçılık meselesinin takipçisi olmuştur. Şükrü Kaya, programın başarıyla sürdürülmesi ve kaçakçılığın o dönem azalmasında çok etkili olmuştur. Çalışmada arşiv belgeleri, dönemin gazeteleri ve diğer kaynaklardan istifade edilmiştir.
Şükrü Kaya served as the Minister of Internal Affairs from 1927 to the end of 1938 and he conducted very important works. In this study, Şükrü Kaya's investigative tour to the Eastern and Southern regions in 1931 and its results were discussed. The Dersim and Smuggling Reports prepared after the visit was taken seriously by the Government and the recommendations in the reports were immediately put into the implementation phase. In line with the recommendations in the reports, the Tunceli reform program was initiated in 1935, and Smuggling Law, No 1918, was enacted. Şükrü Kaya has been a follower of this reform program and the issue of smuggling during his duty as the Ministry of Internal Affairs. Şükrü Kaya was very effective in the successful continuation of the program and the decrease in smuggling during that period. Archive documents, newspapers of the period, and other sources were used in the study.
