Öğrenerek ve düşünerek, görerek ve duyu organlarıyla hissederek, sezerek, yaparak, yaşayarak, deneyerek, olgunlaşarak en doğru bilgiye ulaşamaya çalışma zihniyeti ile bu çalışma yapılmıştır. Konuya ilişkin kavrayışı bilgi ile derinleştirmek için güçlü argümanlarla düşünme esas alınmıştır. Güvenlik kavramı ve Anayasa ilişkileri; Devletin yönetim kalitesi, bireyin devlete sadakat bağı, devletin de bireye güven bağının gelişimi, açısından önem taşımaktadır. Birey, toplum ve devletin karşılıklı güven ve sadakat bağları Anayasal Düzenlerin istikrarı için doğal ve milli gücün kaynağıdır. Güvene dayalı güvenlik anlayışı, Anayasal Düzenlerin hukuk ve bilim odaklı güvenliğini sağlayacaktır. Bu kapsamda güvenlik kültürü, felsefesi ve anlayışı Anayasal bilincin gelişimi ile bağlantılıdır. Dünya siyasi düzenindeki gelişmeler, toplumların yaşam biçimindeki değişimler, iletişim ve haberleşmedeki hızlı yenilikler, güvenlik anlayışı, uygulama ve teşkilatlanma modellerinde sürekli bir güncellemeyi zorunlu kılmaktadır.This thesis is a holistic study with an interdisciplinary and macro-level approach to the relationship between the Constitutional Order and the concept of Security. The plan was created with the titles of Basic Concepts, Elements of the Constitutional Order, Concept of Security and Security Units, Threats Against the Constitutional Order and Measures Against Threats. This study has been carried out with the mentality of reaching the most accurate information by learning and thinking, seeing and feeling, sensing, doing, living, trying and maturing. The concept of security and relations with the Constitution are essential in terms of the quality of the state's management, the individual's bond of loyalty to the state, and the development of the state's bond of trust to the individual. The mutual trust and loyalty bonds of the individual, society and the state are the sources of natural and national power for the stability of the Constitutional Orders. The understanding of security based on trust will ensure the law and science-oriented security of the Constitutional Orders. In this context, security culture and its philosophy and understanding are related to the development of Constitutional consciousness.
