Bu kavram hiyerarşiden farklıdır ve yasaya dayanması zorunludur.As stated in the article no 126 of the Constitution of the Republic of Turkey, in respect to organization of the central administration, In terms of central administrative structure, Turkey is divided into provinces on the basis of geographical situation and economic conditions, and public service requirements; provinces are further divided into lower levels of administrative districts. The power of administrative trusteeship is divided into two concept as centralization and local administration.
