Today, the classic government perspective is not enough to satisfy the needs and expectations at people facing these innovations. To satisfy these needs and expectations, new theories are searched for government. Therefore, it’s demanded that produced goods and services be more qualitive and economical. And the way of achieving these demands depend on the practice at e-government. In this context, first of all we have tried to set the concept and elements of e-government.
