Cumhuriyetin kuruluş yıllarında okuma yazma bilen sayısı çok azdı. Bu sorunun giderilmesi için çeşitli çalışmalar yapılmıştır. Bunlardan en önemlisi Köy Enstitüleri projesidir denilebilir. Köy Enstitüleri, köy çocuklarının eğitilerek köylere öğretmen olarak yetiştirilmesi amacıyla düzenlenmiştir. Kuruluşundan itibaren değişik donanımlara sahip çok sayıda köy öğretmeni yetiştiren Köy Enstitülerinin halka okuma-yazma öğretiminde de önemli katkılarından söz edilebilir. Bu katkı köylerde okuma yaşına gelmiş çocukların eğitimi ve köy halkına okuma yazma öğretme şeklindedir. Eğitim ve öğretimde önemli bir adım olarak planlanan bu proje bir süre sonra çeşitli nedenler öne sürülerek yürürlükten kaldırılmıştır.There are still currently present the problems experienced with teaching literacy. The number of those knowing literacy was too little in the earlier years of Republic. Various efforts have been carried out for eliminating of unliterary problem. One of them was the action of village institute. This action may be identified as the project of raising village teacher, educating the village children. It may be talked about that village institutes, which raised a number of teachers with equipped in different ways from the beginning of its establishment, made a significant contribution about teaching literacy to the people. This contribution was in the way of educating the village children in the literacy age, and village people.
