With the Ninth Development Plan of Turkey (2007-2013), a new spatial approach was developed to address this coordination problem: a reversal of top-down hierarchy of spatial planning and introduction of new and intermediate implementation tools. However, the structural and hierarchical problems of Turkish planning system constitute an important obstacle for an effective implementation of this approach.
