Ülkelerde yaşanan bu tür içsel faktörler ile yönetim mekanizmalarının yapısında ve yönetim anlayışında yaşanan dışsal değişimler, Bölgesel Kalkınma Ajansı (BKA) gibi yeni modelin ülkelerde ortaya çıkmasına neden olmuştur. Çalışmada Bölgesel Kalkınma Ajansları'nın üstlendikleri bölgesel ekonomik gelişme rolleri, kırsal kalkınma faaliyetlerine verdikleri önem ve etkileri bağlamında incelenmektedir. BKAların, Avrupa Birliğinin bölgesel politikaları etkisi ile Avrupa ülkelerinde yoğunlaştığı görülmektedir. İngiltere; uzun yıllardır yerelleşme uygulamalarında çalışmalar yapmakta ve kamu politikasında bölgesel eşitsizliklerin giderilmesi için büyük çabalar harcamaktadır. BKA geçmişinin iyi bir örnek teşkil etmesi nedeni ile İngiltere örneği incelenecektir. İngiltere'de dokuz ajans bulunmaktadır. Ancak benzer nitelikte ve ortak özellikte olan, yaygınlaşabilen prototipte sekiz ajans seçilmiştir. Londra Kalkınma Ajansı, bulunduğu bölgenin kırsal yapısı itibari ile çalışma kapsamı dışında tutulmuştur. Ajansların kırsal kalkınmadaki rolleri ve etkileri; literatüre ve descriptive yöntemde hazırlanan anketlere göre incelenmiştir. Çalışma, İngiltere'deki ajansların kırsal alanlardaki uygulamalarının Türkiye'deki ajanslara örnek teşkil etmesi açısından önemlidir. Ülkemizdeki ajansların kırsal alanları, temsiliyette ve stratejilerinde ikincil öncelikte görmemesi öngörülmektedir. Ayrıca ajansların, hizmet verecekleri bölgenin potansiyellerini doğru belirleyip; kırsal alanlarda artan baskının yaratacağı olumsuz çevresel etkileri göz önünde bulundurarak, kırsal özgünlükten yoksun olmayan kırsal kalkınma strateji ve politikalarının hazırlanması, kırsal ekonominin bütün alanlarında bu hedeflerin gerçekleştirilmesi ve uygulanmasını yönetmede kolaylaştırıcı ve yönlendirici rol üstlenmeleri çalışma kapsamında öngörülmektedir.The countries that seek a strong national economy and prosperity for their people have created policies so that they can overcome socio-economical disparity, ensure regional development and economically support the people living in those regions. Such internal factors experienced within countries and the external changes in the structures of governing mechanisms and notions of administration have contributed to the emergence of a new model called Regional Development Agency (RDA) in the countries. In this study, the role of the Regional Development Agencies has been evaluated with a special emphasis to the rural development activities in the region to improve the overall national economy. It has been seen that, RDAs have been mainly established in European Union Countries because of its regional development politics. England itself has studied for the implementation of decentralization also has a great deal of public policy in effort has gone into addressing regional disparities almost last century. Because of RDAs in England should be a centre of expertise on good practise, England is going be studied in this thesis. There are nine RDAs in England. Eight wide spread prototype RDAS has been selected with its similar qualities and same characteristics. London Development Agency is exclude from the survey cause of its region?s rural differentiation. Regional Development Agencies have been examined and their rural development roles and effects of the agencies are discussed through a conducted descriptive Survey and literature research. Our study of England?s RDAs example, in terms of the rural development roles of the agencies, is important example for Turkey?s ones. It became apparent that being newly established Regional Development Agencies in Turkey should set their objectives in accordance with the socio-economic realities of the region and should not deem the rural development policies as secondarily important in comparison with the regional and municipal policies. On the other hand, what are anticipated within the context of the study are that the agencies should determine the potentials of the region to be served correctly and in defiance of the negative effects to be created by the increasing pressure in the rural areas, they should prepare rural development strategies and policies that are not devoid of rural originality, realize these aims all thorughout the rural economy and hold a leading position.trinfo:eu-repo/semantics/openAccessKamu yönetimiPublic administrationMimarlıkArchitectureMaster Thesis
