Güçlü devlet karşısında zayıf konumdaki bireylerin haklarının korunması için alternatif denetim ve şikâyet mekanizmaları geliştirilmiştir. Toplumda uzlaşma kültürünü hakim kılmak, temel hak ve özgürlükleri korumak, insan hakları ve hukukun üstünlüğünü sağlamak için hızlı, etkin ve ücretsiz denetim yapılarına ihtiyaç duyulmuştur. Ombudsmanlık kurumları da böyle bir ihtiyacın ürünü olarak ortaya çıkmıştır. Bireyin idarenin kötü yönetime karşı korunması noktasında vatandaşların idareden kaynaklı şikayetlerine çözüm bulmak için dünya genelinde 200’den fazla ülkede ombudsmanlık kurumu kurulmuştur. Bu çalışmanın amacı idare ile vatandaşlar arasındaki sorunları çözüme kavuşturan ombudsmanlık kurumunun verimliliği ve etkinliğini araştırmak ve Cumhurbaşkanlığı Hükümet Sisteminin Kamu Denetçiliği Kurumuna verdiği görevler ve sorumlulukları ortaya koymaktır.It is aimed to protect human rights and to hear fundamental rights and freedoms wherever and whenever people exist, and rules have been set within this framework. In this framework, alternative control and complaint mechanisms have been developed to protect the rights of individuals in a weak position against a strong state. In order not to make the culture of reconciliation dominate in society, to protect fundamental rights and freedoms, to ensure the supremacy of human rights and law, fast, effective and free control structures were needed. Ombudsman institutions emerged as a product of such a need. More than 200 ombudsman institutions have been established around the world in order to find solutions to the complaints of citizens arising from the administration at the point of protecting the individual against the mismanagement of the administration.
