Öğe AN APPROACH FOR THE POSSIBILITY OF SUSTAINABLE URBAN CONSERVATION: CASE STUDY FOR THE HISTORIC CITY CENTER OF KONYA(MIDDLE EAST TECHNICAL UNIV, 2009) Ozcan, KorayIn the third millennium acknowledged as the urban millennium, the debates and studies on heritage conservation planning are focused on sustainable conservation-development strategies for the historic cities in particular. Reflections on the heritage conservation in the historic center of urban settlements, studies have evoked sustainable conservation-development strategies shaped with national and international tourism potentials depending on cultural tourism. The aim of this paper is to define conservation-development strategies for the future in a methodological setting based on strategic planning approach including both the spatio-functional setting and the institutional framework for the historic center of Konya, the city of Central Anatolia with a population of over a million people. The methodology of this paper in the context of strategic spatial planning approach is based on a process composed of four stages, in search for the possibility of sustainable urban conservation in the historic center. Firstly, a Sustainable Urban Conservation Strategy is proposed to be prepared which develops the spatio-functional framework for the conservation and improvement of local identity and heritage values. Secondly, a Sustainable Urban Conservation Matrix must be composed to include an analysis relating to the strategic spatial planning and its implementation process in the future. Thirdly, by using a SWOT analysis and Integrated Synthesis, the center must be assessed according to the spatial and the functional problematic. And finally, a Sustainable Plan Schema defining the main criteria for the conservation and development of the area in concern must be prepared in the context of priority planning and detailed urban design focus areas. The paper tries to contribute the planning debates on the historical center of Konya and also on the planning and implementation processes on historic city centers in Turkey.Öğe Cultural Heritage Conservation In Traditional Environments: Case Of Mustafapasa (Sinasos), Turkey(ELSEVIER SCIENCE BV, 2013) Ter, Ummugulsum; Ozcan, Koray; Eryigit, SedefTraditional settlements which have to be conserved and sustained due to their cultural, social, economic, archaeological and aesthetic values contribute much to perceptibility of cities by transferring the emotion, thought, social life and background of the time when established. Since different cultures coincide, leading to a variety and this is reflected in the space, Turkey has a rich, cultural and natural heritage together. Mustafapasa (Sinasos) is an authentic settlement with its spatial characteristics shaped by this rich culture in Turkey. This study aims to contribute to transfer cultural heritage to next generations with suggestions relating to conservation of planning experiences on spatial characteristics deriving from Mustafapasa (Sinasos)'s natural and cultural heritage values. In this regard, spatial characteristics and authentic identity values are defined in the study in the first part, and then in the following, evaluation of conservation of cultural heritage by giving the details of planning and implementation experiences for conservation. These definitions are based on the quantitative and qualitative data relating to the uses of the open-green spaces getting from the city of Konya 1/1,000 scale development plans with relating to reports and field survey. As an outcome of this paper, it is stated that the uses of existing open-green space in the city of Konya are far from being satisfactory as effectively and efficiency for conservation and development of cultural heritage in terms of the potentials and dynamics of sustainability. By using these findings, a planning model is defined to make the efficiency open-green spaces on land use system of the conservation area in the city of Konya according to the sustainable urban conservation.Öğe Protection of cultural heritage in historic towns The experience of Birgi(MILLI FOLKLOR DERGISI, 2013) Ozcan, KorayThis study attempts to examine on the protection experience within the spatial characteristic and functional identity shaped by natural and cultural heritage values in case study of Birgi as one of the historical cities of Turkey. It is considered that these examinations, as a road map, contribute to protection policies and strategies focused on the future of historical Turkish towns in methodological framework. Also, it provides to the transferring-sharing information about protection experiences between historical cities in local government level according to the alternative solution seeking for (probable) common problems in protection process. In this respect, it can be said that the experience of Birgi is a good case as protection managerial for local government according to inter-institutional collaboration and partnerships relating to the institutional organization and participation, and also financial alternatives in national-regional level. In this framework, Municipality of Birgi should be developed institutional corporations in international level by friendships/partnerships such as Eurocities/Euromed, Citta Slow and European Walled Towns, which provide major contributions to recognition or popularity and also branding process of Birgi in global level. The methodological framework of this study is based a process composed of three stages. Firstly, it is defined to the spatial and functional identities of Birgi by using written-oral and also visual resources. Secondly, the planning and implementation experiences focused on urban conservation in Birgi are explained in detailed. And finally, it is examined to include socio-cultural, economical and spatial projects prepared or completed by Birgi Municipality in order to determine the contributions to the protection processes of cultural heritage.Öğe The settlement typologies in anatolia during Seljuk period II: Black-castles(MILLI FOLKLOR DERGISI, 2008) Ozcan, KorayThe aim of this paper is to determine the settlement typologies organization and estimate on the demographical-economical size of Black-castles which were organized as the spatial element of the Seljuk defensive system based on the balance of the military and political between Byzantine and Seljuk in Anatolia and also, Seljuk defensive system were organized on the inheritance of the defensive system in Roman and Byzantine period. In this paper, it is considered that Black-castles in Anatolia during Seljuk period were organized as the synthesis of the Turkish-Islamic States traditions which were transferred from Central Asia and Iran to Anatolia on Byzantine defensive system. The methodology of this paper is based on examination of historical sources such as waqfiyyes or chronicles with archaeological-architectural findings and also getting data transferred on to the plans and maps.
