Oil which took part of coal in the 20th century is an important energy resource in economic and strategic terms. In the world, approximately the 26% of oil reserves, and approximately 12% 16 - 19 trillion cubic meters) of natural gas reserves are in the Caspian Sea. When we evaluate oil and natural gas reserves, the Caspian Sea (Region), not as much as the Persian Gulf, comes third after the Siberia in oil potential. Clean, cheap and safe way to use and to provide the oil and the natural gas which are indispensable energy source in the world is an issue on the agenda of all of the countries in the world. Transportation of the energy resources has been provided by the pipelines. There are legal and technical rules on oil and gas transportation which are to be obeyed. Especially urbanisation in the developing countries like us has been experienced a process including both traditional and modern institutions and socioeconomic structures. The most important component on implementation of the plans which prepared to redirect the development is plan implementation tools. In this way, while the plan application was being provided, the equal share of urban income can be given by the tools so, income pressure can be minimized and speculation can be prevented. Today our cities have been living a collapse because of over population, economical conditions, unplanned construction, improper site selection and supply-demand trends. The collapse which is felt in our country as in the world is not only seen in underdeveloped countries having urbanization problems but also developed countries which have experienced rapid transformation problems since the 19th century. In today's world, urban renewal has been perceived as a period which the approaches for urbanization has been revised, the continuous and healthy city areas have been formed and a new content has been given to the reconstruction plans by revising the plans and applications. In this study, assessments will be done on the methods applied to construction plans in Turkey and the effects of the methods on urban renewal.
