Ibrahim Etem Menderes was originally from Aydin and was born in Izmir in 1899. Etem Menderes, who started politics with the Free Republic Party and continued with the Republic People Party, entered parliament as the Democratic Party Aydin MP in the 1950 elections. He served in various ministries for 10 years as a member of parliament. One of them is the Ministry of Interior and has been appointed to this duty twice. Etem Menderes' first term as interior ministry was quite busy. Eastern travel, the restructuring of the provinces, the Population Law, infrastructure works (e.g. roads, water and electricity), country security and the Law of Unity of the Constabulary come into prominence among the activities of this period. However, efforts have been made to ensure that the democratic order in local governments is grounded. The restructuring of provinces and the Population Writing Law are matters studied still during Etem Menderes' second term as interior ministry. Except this, the 1955 municipal elections are an important domestic policy issue of the period. Furthermore, the Law on Meetings and Demonstration Marches, which has a very important place in this period, was adopted in the parliament.
