Eğer bireyler, toplumlarınsürekli bir gelişim içerisinde olacağı ve hep daha iyiye gideceği fikrindenvazgeçmişse, devletin rolü nasıl değişecektir? Kapitalizmin kalesi olanAmerika’daki gibi bir ekonomik kriz anında, bir baba figürü olarak zorda kalantüm ekonomik aktörlere el mi uzatacaktır? Devlet kavramı her gün ve yaşanan hertoplumsal eylem sonrasında tekrar tanımlanmakta ve sorgulanmaktadır. Buçalışma, hem ülkemizde hem de dünya genelinde devletin kriz ve korku anlarındagüçlenen ve otoriterleşen; rutin dönemlerde liberalleşip küçülen devinimleriniaçıklamayı hedefler.

    Postbürokratik Kamu Yönetimi ve Demokrasi

    Bu çalışma post bürokrasiyle demokrasinin ilişkisini incelemeyi hedefler. Demokrasi ile bürokrasinin arasındaki temas ne düzeydedir ve post bürokrasi bu ilişkiyi nasıl etkileyecektir? Bunu yaparken de bürokrasi, postmodernizm ve yönetim kavramları incelenmiş ve yeni yönetim anlayışıyla birlikte değişen bürokratik yapı da analiz edilmiştir. Postbürokrasi sayesinde bürokrasinin hantal yapısı değiştirilebilir ve devlet yönetiminde maksimum fayda minimum maliyet analizi yapılabilir. Halkın egemenlik gücüne sahip olduğu bir yönetim şekli olan demokrasi, bürokratik yapı ile siyasal egemenlik mücadelesine girmiştir. Bürokrasi; gücü sınırlandırıldığı, şeffaf, hesap verebilir ve birey odaklı bir hale getirildiği yani postbürokrasiye dönüştüğü sürece demokrasinin gelişimine ve işleyişine fayda sağlayacaktır

    The Social Policy Vision of Political Parties in Modern Turkey

    Social policies are the main application area for public policy. It is recognize that there is awide field of study in the foreign literature about the social policies of developed countries but not in theTurkish literature (Özdemir 2007; Aysan & Kaya 2008, 224). In this study where we describe theapplication areas and priority objectives of social policy, we examined the nature of social policy throughsome specific political approaches such as the conservatives, socialists, liberals and social democrats inTurkey. When we look at all social policy approaches, it seems that the social world is far from thegovernment’s intervention in the liberal approach and the socialist approach has created a social worldwhich is state-controlled and without class. The conservative approach is based on development withtraditional values together, and the discourses of the social democratic approach, like the liberal andsocialist approachs, a critical language is being used and it supports the welfare state and at the same timedefends individual freedoms. The reason for the critical language is that the conservative approach is atthe same time the ruling party. Therefore, the discourses of other parties have systematic criticism.
