    Accountability challenges in networks and partnerships: Evidence from educational partnerships in the United States

    The study from which this article is drawn constitutes one of the first attempts to remedy the paucity of research on accountability in the context of interorganizational networks and public-private partnerships. The data for the study were drawn from field research focusing particularly on partnerships formed between K-12 public schools and private and/or non-profit organizations in the United States. The most frequently cited difficulties associated with accountability in partnerships were the availability of and access to information, sectoral and personal differences, and frequent changes in personnel, resources, and partners. © 2004 IIAS, SAGE Publications.

    Accountability in Public-private Partnerships

    There has always been some measure of interaction and cooperation between organizations from multiple sectors (ie., public, private, and nonprofit). This interaction has nonetheless intensified in recent years. The use of various forms of partnerships that bring together organizations from different sectors (ie., public, private, and non-profit) has become more widespread than ever before. Public- private partnerships have emerged as a new tool or method of addressing important societal concerns and delivering services through the collaborative efforts and thus the combined strengths of organizations and individuals from multiple sectors. Various forms of this new multi-sectoral institutional arrangement have been utilized in such diverse issue areas as the environment (e.g., Long and Arnold, 1995), economic development (e.g., Bennett and Krebs, 1991), urban renewal (e.g., McNeil, 1995), health care (e.g., Alexander, Comfort, and Weiner, 1998), human services (e.g., Mandell, 1994), and education (e.g., Cuban, 1983; Mann, 1984; National Alliance of Business, 1989; Solomon, 1991).

    The Diffusion of Public-Private Partnerships as a New Form of Governance: an Institutional Perspective

    Bu makale, kamu-özel ortaklıklarını (KÖO) bir yönetsel/yapısal yenilik olarak nitelemekte ve bu yeniliğin ABD'de kentsel ve bölgesel gelişme alanındaki yayılıp-yaygınlaşmasını incelemektedir. Çalışmada ilk olarak, KÖO'nın yaygın kullanımı hususunda özet bazı bilgiler verilmektedir. Ardından, kurumsalcı yaklaşımlara dair literatür gözden geçirilmekte ve kurumsalcı kuramlardan türetilen bir çerçevenin KÖO'nın Amerikan şehirlerinde yayılıp-yaygınlaşmasının gerisindeki nedenleri yakalama hususunda nasıl uygun düştüğü ve işe yaradığı tartışılmaktadır. Yazı, kısa bir değerlendirme ile sona ermektedir.

Bu yazıda, SÎO’lann gelişim aşamalarına ilişkin genel bir perspektifin ortaya konulmasına yardımcı olmak amacıyla, bu konuyu ele alan altı ayrı çalışma özlüce tanıtılmaktadır. Yazı kısa bir değerlendirme ile sona ermektedir.

    Training of civil servants in Turkey: Progress, problems, and prospects

    Today, public servants in Turkey, like in many countries around the world, face major challenges, including an increasingly demanding citizenry, intensifying globalization processes, rapid developments in the use of information and communication technologies, and the rise in the number and influence of the civil society organizations. To overcome, or at least to lessen, the possible negative impacts of these and other such challenges, thoughtfully designed, and effectively implemented training activities may serve as catalyst. After a brief introduction, the article first identifies and describes the main policies and institutional players associated with training and development of civil servants in Turkey. Second, the article identifies and concisely discusses the most critical and enduring problems concerning training and development of civil servants in the country. The third section of the article evaluates prospects for developing effective training policies and practices. In doing so, the article offers ideas and arguments about the issue around the following topics: publicness, performance, proficiency and professionalism, participation, and partnerships and partnering. The article concludes with a brief summary of the issues discussed along with one specific suggestion for future research on training and development policies and practices in Turkey. © 2004, Taylor & Francis Group, LLC.

    Typologies of Environmental Partnerships

    The widespread dissatisfaction with command-and-control approaches to environmental protection has led environmentalists, business, government agencies, and communities to identify and implement a set of new and more collaborative solutions to environmental problems. The use of environmental partnerships constitutes one example of such new approaches to environmental protection, and is the topic of this paper. The paper first reviews some of the existing typologies of environmental partnerships. It then proposes three new typologies of environmental partnerships. The first typology employs partnerships' standing vis-à-vis environmental regulation as its parameter. The second typology utilizes James Q. Wilson's (1989) description of four different political environments surrounding public bureaucracies. The third typology takes as its main dimensions the levels of public money and governmental authority involved in partnerships. The paper ends with a brief discussion.

    Understanding collaboration among nonprofit organizations: Combining resource dependency, institutional, and network perspectives

    Existing research stops short of explaining why nonprofit organizations develop certain forms of collaborations instead of others. In this article, the authors combine resource dependency, institutional, and network theories to examine the factors that influence the likelihood that nonprofit organizations develop formal types of collaborative activities vis-a-vis informal types. Based on the survey data of 95 urban charitable organizations, the study has found that an organization is more likely to increase the degree of formality of its collaborative activities when it is older, has a larger budget size, receives government funding but relies on fewer government funding streams, has more board linkages with other nonprofit organizations, and is not operating in the education and research or social service industry.
