Özet
Yapılan bu çalışma, Konya'da zabıta personelinin temel sorunlarını nicel bir yaklaşımla incelemeyi amaçlamaktadır. Araştırma, zabıta teşkilatının kentsel yaşamda oynadığı kritik rol ve karşılaştığı sorunların belediye hizmetlerinin etkinliği açısından büyük önem taşımaktadır. Diğer taraftan mevcut çalışma, ilişkisel tarama modeli kullanılarak gerçekleştirilmiş ve Konya'nın Selçuklu, Karatay ve Meram ilçelerinde görev yapan 210 zabıta memuru araştırma kapsamına dâhil edilmiştir. Veri toplama aracı olarak "Zabıta Hizmetlerinde Karşılaşılan Sorunlar Ölçeği" kullanılmış ve veriler IBM SPSS 26.0 programı ile analiz edilmiştir. Bulgular, zabıta hizmetlerinde karşılaşılan sorunların cinsiyetler arasında büyük ölçüde benzer şekilde algılandığını ancak bazı alt boyutlarda dikkat çekici farklılıklar olduğunu göstermektedir. Nitekim erkek zabıta personeli kadın zabıta personeline göre daha yüksek oranda silah taşımanın gerekli olduğunu düşünmektedir. Mesleki gelişim ve özlük hakları, statü ve çalışma koşulları gibi konularda cinsiyetler arasında büyük farklar olmamakla birlikte erkeklerin bu konularda biraz daha olumlu algılara sahip olduğu görülmüştür. Ayrıca, yaş gruplarına göre 41-50 yaş aralığındaki zabıta personelinin 31-40 yaş grubuna göre zabıta hizmetlerinde karşılaşılan sorunlar puanlarının daha yüksek olduğu belirlenmiştir. Bu durum, daha kıdemli personelin daha fazla sorun yaşadığını veya bu sorunları daha yoğun algıladığını göstermektedir. Araştırma sonuçları, zabıta teşkilatının sorunlarını çözmenin ve kentsel yaşamın kalitesini artırmanın birlikte değerlendirilmesi gereken bağlamlar olduğunun altını çizmektedir.
This study aims to examine the fundamental problems of municipal police personnel in Konya through a quantitative approach. The research holds significant importance in terms of the critical role played by municipal police in urban life and the challenges they face for the effectiveness of municipal services. Furthermore, the study employed a relational survey model and included 210 municipal police officers serving in Konya's Selçuklu, Karatay, and Meram districts. The data collection tool used was the 'Scale of Problems Encountered in Municipal Police Services', and the data was analyzed using IBM SPSS 26.0 software. Findings indicate that problems encountered in municipal police services are perceived similarly between genders, although there are noteworthy differences in some sub-dimensions. Specifically, male police officers tend to perceive a higher necessity for carrying firearms compared to female officers. While significant differences between genders were not observed in areas such as professional development, rights, status, and working conditions, males generally held slightly more positive perceptions in these areas. Additionally, it was found that municipal police officers aged 41-50 experience higher levels of problems in municipal police services compared to those aged 31-40, suggesting that senior personnel may either experience more problems or perceive them more intensely. The study underscores the need to jointly consider resolving municipal police issues and improving urban life quality.
