Özet
Basın ve siyaset arasındaki ilişki çok boyutlu ve oldukça karmaşık bir ilişkidir. Bir çok çalışmada, basın ve siyaset arasındaki ilişki çeşitli açılardan ele alınmıştır. Bu çalışmada; basın ve siyaset arasındaki ilişki, gündem belirleme modeli çerçevesinde incelenmiştir. Gündem belirleme modeli; basın ve siyaset arasındaki ilişkiyi her iki gündemdeki konular açısından ele almakta ve gündemlerin birbirleri üzerindeki etkisinin, konuların gücüne bağlı olarak şekillendiğini varsaymaktadır. Bu çalışma; belirtilen varsayımdan hareketle, gerek basın gündemi ve siyasal gündemde, gerekse basının gündemini belirlemek için ele alınan gazetelerde, hangi konuların ağırlıklı olarak ele alındığını ve hangi tür konu ve olaylarda gündemler arasında bir paralellik olduğunu tespit etmek amacıyla yapılmıştır. Çalışmada; basının gündemini belirlemek için, ulusal düzeyde yayın yapan, farklı yayın gruplarına ait, farklı siyasi eğilimlere sahip üç gazete, siyasal gündemi belirlemek için ise; Türkiye'de en önemli sorunların görüşüldüğü ve çözüm üretildiği en yetkili merci olan, TBMM Genel Kurulu'nda yapılan görüşmelerin kaydedildiği TBMM Tutanak Dergisi incelenmiştir. Çalışmada; basın ve siyasal gündeme yönelik bir çok önemli veriye ulaşılmakla birlikte, şu konuları özellikle vurgulamak gerekmektedir: Basının gündeminde iç politikaya yönelik konular ilk sırada yer almıştır. Bir takım siyasi krizlerin yaşandığı dönemlerde ve seçim gibi tüm ülkeyi yakından ilgilendiren konularda, basının gündemi siyasete odaklanmıştır. Gazetelerin konu seçiminde, haber değeri unsurlarının en önemli etken olduğu bir kez daha ortaya çıkmıştır. Ateşleyici ya da aniden gelişen olayların, kamusal bir tartışmaya yol açan, siyasi ayrılmaları, farklılaşmaları tayin eden, ülke güvenliği açısından tehdit oluşturan konuların, toplumda çok büyük tepkilere yol açan olayların, basının gündeminin şekillenmesinde etkisi olduğu gibi, bu tarz konu ve olaylarda gazetelerin gündemleri arasındaki paralellik de dikkat çekmiştir. Siyasal gündem üzerinde özellikle, aniden gelişen, birden sorun olarak ortaya çıkan ve hemen çözülmesi gereken olayların, bir takım kriz ve kriz septomlarının, ülke güvenliği açısından tehdit oluşturan, kamusal bir tartışmaya yol açan, siyasi ayrılmaları, farklılaşmaları tayin eden konuların etkili olduğu belirlenmiştir. Ülke açısından tehdit oluşturan, aniden gelişen ve acil çözüm bekleyen ve bir takım siyasi krizlere neden olan konularda, her iki gündem arasında benzerlikler olduğu görülmüştür. Ayrıca; kamunun çıkarlarına ters düşen, insanların destekleme ya da karşı çıkma biçiminde bir takım alternatifleri olan konularda, basının siyasal gündemi etkilemeye çalıştığı gözlenmiştir.
The relationship between politics and the press is a multidimensional and complicated one. There has been much study dealing with this relationship from various angles. In this particular study, the relationship between politics and the press has been examined within the framework of the agenda-setting model. This model approaches the relationship between politics and the press in terms of both their agendas and assumes that their influence on one another is determined through the power of the agendas. Taking this assumption as its starting point, this research has been conducted in an attempt to ascertain which topics are dominant in the press agenda and the political agenda as well as in the newspapers perused to explore the press agenda, and to figure out on what kinds of topics and events there is a parallelism between those agendas. For this study, on the one hand, in order to find out about the press agenda, three nationwide newspapers belonging to different political affinity and press groups, and on the other hand, to find out about the political agenda, the Journal of the Turkish Parliamentary Records which holds the records of all meetings conducted in Grand National Assembly of Turkey, where the most important issues are discussed and resolved, were examined. While this research reveals many significant data regarding the press agenda and the political agenda, the following points must be particularly emphasized: issues regarding interior politics ranked first in the press agenda. The press agenda focused on politics with respect to elections that concerned the whole country and when some political crises were experienced. It has been revealed once again that newsworthiness is the most significant factor in the newspapers? selection of issues. Besides the fact that incendiary or suddenly arising events, and issues that give way to public controversies, produce separations, or are deemed threats to national security, are found to be influential in making the press agenda; also, the parallelism viewed between the newspapers? agendas with respect to these kinds of events and issues are particularly noticeable. It has been found out that especially the events that emerge as a problem and to be immediately resolved, certain crises, or symptoms of a crisis, and the issues threatening national security and causing public controversies, breakups and separations are very effective in the political agenda. Similarities between both agendas have also been seen when it comes to matters that constitute a threat to national security, emerge suddenly, need to be solved urgently, and cause political crises. Also observed is the fact that the press tries to influence the political agenda with respect to issues that run contrary to public interest and give people the choice of support or rejection.
