| dc.description.abstract | Güvenliği sağlamak için istihbarata ve onun korumasına duyulan ihtiyaç, bu çalışmanın ana konusunu oluşturmaktadır. Bu kapsamda güvenlik kavramı tanımlanmış ve çalışmanın sınırları kamu güvenliği çerçevesinde belirlenmiştir. Daha sonra istihbarat kavramı açıklanarak gelişimi, istihbarat toplama yöntemleri ve istihbaratın çalışma alanları incelenmiştir. İstihbarat faaliyetlerinin milli güvenliğin sağlanması ve kamunun huzur içinde yaşaması için başat öneme sahip olduğu varsayımından hareketle, istihbarat ve ilgili kavramlar kamu güvenliği açısından örnek olaylarla da desteklenerek incelenmeye çalışılmıştır. İstihbarat toplama faaliyeti kadar istihbarata karşı koyma faaliyeti de güvenliği sağlamak açısından önemlidir. İstihbarat faaliyetleri yürütülürken, sahip olunan imkânlar ölçüsünde verim alınır. Teknolojik yönden gelişmişliğin sağlanması, uzman personelin istihdam edilmesi ve denetim mekanizmasının aktif olarak kullanılması hem istihbarat faaliyetlerden yüksek verim alınmasını hem de kurumsal güvenlikte oluşması muhtemel zafiyetlerin ve istismarların engellenmesine yardımcı olmaktadır. Çalışmada istihbaratın elde edilmesi ve onun korunmasına ilişkin teoriler örnek olaylardan açıklanmıştır. | en_US |
| dc.description.abstract | The need for intelligence and its protection to ensure security is the main subject of this subject of this study.In this context ,the security concept is defined and the boundaries of the study are determined with in the framework of public security. Then the concept of intelligence is explained and its development, intelligence gathering methods and the working are as of intelligence are analyzed. Based on the assumptions that intelligent activities are of paramount importance for ensuring national security and the public to live in peace,intelligence and related concepts have been analyzed in terms of public security, supported by case studies. Counter intelligence activities are as important as intelligence gathering activities in terms of ensuring security. While contucting intelligence activities, efficiency is obtained to extent of the available resources. Ensuring technological sophistication, employment of specialized personel and active use of the control mechanism helps both to obtain high efficiency from intelligence activities and prevent possible weakness and a buses in institutional security. The theories on the acquisition and protection of intelligence are explanied through case studies. | en_US |
