Özet
Bu tezin amacı, Gıda, Tarım ve Hayvancılık Bakanlığı'nda görev yapan veteriner hekimlerin çalışma yaşamı kalitesine etki eden etmenlerin istatistiksel analiziyle, çalışma yaşamlarının yeniden düzenlenmesi sürecinde karar alıcıların yararlanabilmeleri için ciddi bir referans kaynağı ve gelecekte yapılacak çalışmalara öncülük edebilecek veriler sağlanmasıdır. Türkiye'de Gıda Tarım ve Hayvancılık Bakanlığı'nda görev yapan veteriner hekimlerin gereksinim duydukları insani ve demokratik çalışma koşullarını, çalışma yaşamı kalitesi teorisi gibi kapsamlı bir bakış açısıyla inceleyen ilk araştırma olan bu çalışmanın, Avrupa Birliği sürecinde gıda, tarım ve hayvancılık alanında önemli bir rol oynayan veteriner hekimliği mesleğinin, çalışma yaşamı kalitesini yükseltmeye yönelik programların başarı düzeyinin kurum açısından da önemli sonuçları beraberinde getireceği söylenebilir. Bu çalışmanın evrenini, Türkiye'de Gıda Tarım ve Hayvancılık Bakanlığı'na bağlı kurumlarda kalıcı kadroda bulunan veteriner hekimler oluşturdu. Araştırmanın evrenini temsil edecek örneklemin alınacağı iller Türkiye'nin coğrafi bölgeleri esas alınarak ve öncelikle temsil yetenekleri daha sonra ise örneklemi oluşturacak katılımcı gruplarının bulunabilme potansiyeli ve Bakanlığa bağlı kurumların varlığı dikkate alınarak seçildi. Bu iller Adana, Erzurum, İstanbul, İzmir, Konya, Samsun ve Şanlıurfa olarak belirlendi ve bu illerden toplam 630 veteriner hekime anket uygulandı. Birinci bölümde, katılımcıların genel karakteristiklerine yönelik 8 demografik soru; çalışma yaşamı kalitesi sorularının yer aldığı ikinci bölümde "Likert tipi" sayısal ölçeğe göre hazırlanmış 30 soru; üçüncü bölümde ise kamuda veteriner hekimliği, çalışma yaşamı, veteriner hekimin sağlık durumu ve mobbing durumunu ölçmek için 21 çoktan seçmeli, 3 açık uçlu soru hazırlandı. Anket uygulaması sonucu elde edilen veriler SPSS 20.0 istatistik programı ile sıklık, ki-kare, varyans, t testi, Mann-Whitney U ve Duncan analiz testlerine tabi tutuldu. Bu çalışmanın sonuçlarına göre, hayvan sağlığı ve halk sağlığının korunmasında topluma oldukça önemli hizmetler yapan veteriner hekimlerin çalışma yaşamı kalitesinin geliştirilmesine yönelik beklenti ve gereksinimlerinin belirlenerek, çalışma yaşamı kalitesi programlarının hazırlanması, bu kapsamda düzenleme ve uygulamalar yapılmasının gerekli olduğu söylenebilir. The purpose of this study is to provide a significant reference source for decision makers in the process of rearrangement of working lives of veterinarians who are staff at Ministry of Food, Agriculture and Livestock, with the help of statistical analysis of factors affecting quality of working life, and to provide leading data for future studies. This is the first study to investigate humane and democratic working conditions which veterinarians need who work at Ministry of Food, Agriculture and Livestock, with a comprehensive view such as the theory of quality of working life. Veterinarians have a significant role in the field of "food, agriculture and livestock" at the process of Turkeys' European Union and the success of programs for developing the quality of working life of veterinarians is supported to give important results for the Foundation. The sample of this study consists of veterinarians who are permanent staff at foundations affiliated to the Ministry of Food, Agriculture and Livestock. The cities were selected according to Turkey's geographic regions their own exemplifying structures, providing sample and existence of affiliated companies to the Ministry. These cities are Adana, Erzurum, İstanbul, İzmir, Konya, Samsun and Şanlıurfa and the sample size is consist of 630 participants. A survey with 8 demographic questions was applied as first part; and 30 likert scale questions related to the QWL as a second and 21 multiple choice and 3 open ended questions for investigating the veterinarians in the public, working life, health and mobbing status of veterinarians as a third part. Frequency, Chi-Square, Variance, T test, Mann-Whitney U and Duncan tests were applied for data analysis, by using SPSS 20.0. According to the results, in community service for preserving animal and human health, veterinarians' expectations and needs related to the quality of working life should be determined, programs on quality of working life should be arranged and rearrangements and applications should be implemented.
