Özet
Bu çalışma NATO'nun Libya müdahalesini bir insani müdahale örneği olarak ele almaktadır. İnsani müdahalenin tanım ve içeriği konusunda disiplinde bir uzlaşı olduğu söylenemez. R2P ve insani müdahale ilişkisi bağlamında ele alınan Jus Post Bellum ilkesi üzerinden Libya'ya müdahale sonrası gelişmeler değerlendirilmiştir. Bu bakımdan üç bölümden oluşmaktadır. Birinci bölümde insani müdahalenin kavramsal ve teorik çerçevesi oluşturulmuştur. İkinci bölüm insani müdahale pratikleri dört örnek üzerinden kısaca tartışılmaktadır. Üçüncü bölümde ise Libya operasyonu ve çok boyutlu olarak değerlendirilmiştir. 2011 sonrası Libya'da yeni bir yapı oluşturulmaya çalışılsa da mevcut durumun eskisinden daha iyi olduğu söylenemez. Bu da insani müdahale deki başarı beklentisi kriterini yerine getirmemiştir.
This study argues that NATO's Libya operation is a case of human intervention. It is not possible to say that there is a consensus on meanings and contents of concept of human intervention. This study also argues results of Libyan operation over jus post bellum criteria accepted by R2P and human intervention. In this regard, this study includes three chapters. In the first chapter, theoretical and conceptual framework of human intervention are discussed. In the second chapter, for practical cases of human intervention are briefly discussed. In the third chapter, Libya operation is evaluated as multidimensional. Although a new structure is tried to be created in Libya after 2011, the current situation cannot be said to be better than before. This did not meet the expectation of success in humanitarian intervention.
