| dc.description.abstract | Merkez Bankası’nın borç veren son merci rolü, bir grup yazar tarafından 18.yy. sonunda ortaya konmuş ve 19.yy’da geliştirilmiştir. Bu kavram pek çok ülkede uygulanmış ve test edilmiş sonuç olarak beklenmeyen durumlar karşısında parasal istikrarın sağlanmasında etkili olduğu anlaşılmıştır. Özellikle başka ülkelere yayılma ihtimali olan krizler söz konusu olduğunda uluslararası borç veren son mercii fonksiyonu ön plana çıkmış ve krizlerin derinleşmesini önlemek amacıyla finansal kaynak sağlaması talep edilmiştir. Üzerinde bir fikir birliği bulunmasa da ekonomik krizdeki ülkelerin ulusal anlamda çözemedikleri likidite sorununa çözümü IMF desteği almak olarak bulmaları bu kurumun uluslararası borç veren son mercii olarak kabul edildiğinin bir göstergesi olmaktadır. | en_US |
| dc.description.abstract | The lender of last resort role of central bank was defined in eighteenth century and developed nineteenth century by a group of writer. This term is applied and tested in a lot of country, consequently, it is found that lender of resort is effective to provide the monetary stability in unexpected condition. Especially the international lender of last resort function is loomed large and is demanded to supply financial resources to prevent crisis to be got deep in case of crisis that have probability of evolution of this to another countries. Despite the fact that there is not a consensus, the countries in economic crisis, find the solution that to receive financial support from IMF shows that this corporation is adopted as international lender of last resort. | en_US |
