Özet
Bu yüksek lisans tezinde, her geçen gün ismini daha çok duyduğumuz kripto paraların
siber uzay düzleminde devletlerin egemenlikleri ile olan etkileşimlerinin nasıl olduğu
saptanmaya çalışılmıştır. Egemenliğin tarihin çok eski dönemlerinden beri süregelen ve farklı
değişimlere uğrayarak günümüze ulaştığını bilmekteyiz. Çıktığı ilk günden günümüze kadar
irdelenen egemenlik kavramının yanında, daha yeni bir kavram olan siber uzayın insan hayatını
kökten değiştirecek yeniliklere sahip olduğu görülmüştür. Siber uzayın insan hayatına getirdiği
bu çok köklü değişikliklerden devletin nasibini alması kaçınılmaz olacaktır. Siber uzayın
devletlerin egemenlik anlayışıyla çatıştığı hususlar uzun bir süre siber saldırılar, siber terörizm,
siber savaş gibi kavramlar üzerine inşa edilmiştir. Lakin çok daha yeni olan kripto paraların
bulunup kısa bir zaman içerisinde hayatımıza girmesiyle süreç başka bir boyut kazanmıştır. Her
geçen gün daha fazla insan, kurum ve devlet tarafından kullanılmaya başlanan kripto paralar
beraberinde bir çok değişikliği getirecektir. Bugüne kadar ortaya konulan çalışmaların çoğunda
kripto paraların; ekonomik, teknik boyutları ortaya konulmuştur. Bu çalışmada ise egemenlik
ve siber uzay kavramların derin bir şekilde işlenmesinden sonra kripto paraların günümüzdeki
egemenlik anlayışını nasıl değiştireceği üzerinde değerlendirmeler yapılmıştır.
In this master thesis, as we hear the term more and more; the interaction of cryptocurrencies towards sovereign nation states under the basis of cyber space is aimed to be determined. As we know, Sovereignty has undergone different form of changes from its old history and reached until modern day. The term Sovereignty has been examined as the day it was found whilst it has been foreseen that the newly found term Cyberspace has the reformist capability to change the human life from its roots. There is no doubt that it will be inevitable for nation states to get their share under this root changes that are caused by Cyber space. Cyber space's particular conflict with Sovereign State understanding are constructed under cyber-attacks, cyber terrorism and cyber war. However, the shortly foundation of cryptocurrencies into our daily lives, the course has taken a different direction. With each day passing, the use of cryptocurrencies by individuals, corporates and states will bring great number of changes with it. Studies until present shows us the technical and financial aspect of the issue. In this studies, after the deeply examination of cyberspace and sovereignty of states, the evaluation of cryptocurrencies changes on the understanding of sovereignty are put in place.
