Konya İl Risk Azaltma Planı’nın İşlevselliği Üzerine Bir Değerlendirme

Özet
AFAD, risk yönetimi kapsamında kentsel afet risklerinin azaltılması için İl
Risk Azaltma Planı (İRAP)’ı, ülkesel düzeyde ise İRAP’ların üstü bir makro plan
olan Türkiye Afet Risk Azaltma Planı (TARAP)’ı hazırlamıştır. İRAP’larda yer alan
eylemlerin sorumlu kurum ve kuruluşlarca yerine getirilmesiyle kentsel afet riskleri
önemli oranda azaltılacak böylece afetlerden kaynaklanabilecek zararlar en aza
indirilecektir. Bu çalışmanın amacı, (2022-2026) yıllarını kapsayacak şekilde
düzenlenen Konya İRAP’ın tamamlanan bir yıllık süresi üzerinden işlevselliğini
değerlendirmektir. Konya İRAP’ın daha işlevsel ve etkin olması için sorunlarının
tespit edilmesi ve çözüm önerilerinin sunulması amaçlanmıştır. Bu kapsamda Konya
İRAP’ta en fazla eylem sorumluluğu bulunan 10 kurumun İRAP’tan sorumlu
yetkilileriyle görüşmeler gerçekleştirilmiştir. Planda öngörülen afet tehlikelerinden
kaynaklanabilecek kentsel risklerin azaltılması ve daha güvenli, dirençli ve
yaşanılabilir bir Konya için, Konya İRAP’ın düzeltilmesi ve geliştirilmesi gereken
alanları saha araştırması üzerinden yapılan değerlendirmelerle açıklanmıştır. Konya
İRAP özelinde, tüm İRAP’ların amacına ulaşabilmesi için İRAP’lardan sorumlu tüm
paydaşlar arasında yapılması gereken çalışmaların içeriği anlatılmıştır.
AFAD has prepared the Provincial Risk Reduction Plan (IRAP) for the reduction of urban disaster risks with in the scope of risk management, and the Turkey Disaster Risk Reduction Plan (TARAP), which is a macro plan above IRAP’s at the national level. With the fulfillment of the actions in the IRAP’s by the responsible institutions and organizations, the risks of urban disasters will be significantly reduced, thus the damages that may arise from the disasters will be minimized. The aim of this study is to evaluate the functionality of the Konya IRAP which was organized to cover the years (2022-2026), over the completed one-year period. In order for Konya IRAP to be more functional and effective, it is aimed to identify its problems and to offer solutions. In this context, interviews were held with the officials responsible for IRAP of the 10 institutions that have the most responsibility for action in Konya IRAP. In order to reduce the urban risks that may arise from the disaster hazards foreseen in the plan and for a safer, resilient and livable Konya, the areas that need to be corrected and developed in Konya IRAP are explained with the evaluations made through the field research. In Konya IRAP, the content of the work that needs to be done among all stakeholders responsible for IRAP’s in order for all IRAP’s to reach their goals is explained.
