dc.description.abstract21. yüzyılın yaşandığı çağımızda, bilim ve teknolojinin ışığında, insanın her geçen gün hızla değişen yaşamı, arazi-insan ilişkisi planlamasmdaki değişimler çerçevesinde kadastronun devam eden otomasyonu, arazi bilgi sistemlerinin gelişerek genişlemesi kadastronun artan önemini ortaya koymuştur; ve bu durum gelecekteki kadastral sistem için bir tasarım olan 'Kadastro 2014' vizyonuna entegrasyonu zorunlu hale getirmektedir. Kadastro 2014 hedefiyle, tesis kadastrosu ve devamında gelişen değişikliklerin izlenmesi ve güncelleme çalışmaları önem kazanmaktadır. Türkiye Cumhuriyetinin kuruluşundan bu yana farklı yasalar ve yöntemler eşliğinde üretilen kadastral haritalar, günümüzde halen kullanılmaktadır. Tapu sicil kayıtlarının sayısal ortama aktarılması ve güncellenmesi, tapu ve kadastro ilişkilerinin mekansal olarak izlenmesi ve sorunlara çözüm arayışları çalışmanın temel hedeflerini oluşturmaktadır. Bu amaçla, bu makalede Ulusal Konumsal Veri Altyapısına uygun veri altlıklarının oluşturulması temel hedef olarak görülüp; kadastral hizmetlerde veri altlığı, hukuki durum, siandardizasyon ve koordinasyon gibi analizler yapılarak, kadastro hizmetlerine ilişkin güncelleme sorunlarının tespit edilmesine yönelik çözümler aranacaktır.en_US
dc.description.abstractRapid changes in information technologies affect all professional disciplines, facilitating labor production fast and accurately, and forcing managers and users to make new searches on producing information and pursuing technology. In the 21st century, improvements in people's lives every passing day manifest the importance of the on going cadastral automation in parallel to the changes in planning land-human relationship and of the developments of Land Information Systems; in other words, it has made necessary the integration to "Cadastre 2014" vision which is a design for the future cadastral system. With the Cadastre 2014 vision, it is important to pursue and update the facility-cadastre and the changes developed soon after it. The cadastral maps produced with various laws and methods and.on various bases since the foundation of Turkish Republic are still being used today. The basic objective of this study is to propose solutions for the problems concerning the deeds and cadastre suchas transferring existing deed registers into digital environment and updating them, and follow monitoring spatially the relationship between the deed and cadastre For this purpose, in this article, the solutions for detecting the updating problems concerning cadastral services are investigated by analyzing the database used in national cadastre, legal status, standardization and coordination with keeping in mind that the National Spatial Database is the main objective to reach.en_US
