| dc.description.abstract | Nizamülmülk’ün Siyasetname’si, İslam siyasal-edebi literatürü bağlamında siyasetname türünün ilk özgün örneklerinden birisini teşkil etmektedir. Siyasetname türünün karakteristik özelliklerini taşıyan Siyasetname genel yapısı itibariyle devlet yönetimiyle ilgili bir eserdir. Batı dillerinde hükümdar aynaları olarak bilinen siyasetname türünün merkezi siyasal aktörü hükümdardır. Bu bakımdan Siyasetname hükümdara devletin yönetimiyle ilgili öğüt verme amacında olan bir metindir. Ancak Siyasetname’nin tarihsel siyasal bağlamı, eserin yazarının siyasal-kamusal misyon ve gücü dikkate alındığında, bu eser sadece hükümdara öğüt verme suretiyle devlet yönetiminin nasıl olması gerektiği ya da “olması gereken”in ne olduğu üzerinden bir anlatı sunmaz. Aksine Siyasetname, “olan”ı müşahede etme suretiyle mevcut siyasal-kamusal işleyişe karşı eleştirel bir perspektif ortaya koyar. Başka bir deyişle Siyasetname, “olan”ın eleştirisinden “olması gereken”e yönelik reform programı ya da bir yol haritası sunmasına rağmen, bu eserin odak noktasını “olan”ın tüm açıklığıyla değerlendirilmesi oluşturur. Bu çalışma bağlamında Siyasetname’nin “olan”a karşı eleştirel söyleminde hakikati dile getirme çabası içerisinde olduğuna yönelik yarattığı izlenim, bu eserin parrhesia kelimesinin kılavuzluğunda okunulması ve değerlendirilmesine neden olmuştur. Fransız filozof Foucault tarafından “sözel ilişki etiği” olarak tanımlanan parrhesia’nın kelime anlamı “her şeyi söylemek”tir. Bu kelime anlamını muğlak bulan Foucault, pratik siyasetteki görev ve rolü nedeniyle parrhesia’nın açık sözlülük, tehlike, ödev ve eleştiri kelimelerini içerisinde barındırdığını ifade eder. Aslında ona göre parrhesia, yukarıda zikredilen kelimeleri bünyesinde taşıma suretiyle hakikati söyleme sanatı anlamına gelir. Bu çalışma, Foucault’nun çözümlemesine dayanan parrhesia kelimesinin kılavuzluğunda Siyasetname’yi kendi tarihsel-siyasal bağlamı içerisinde değerlendirmeyi yöntem olarak belirlemektedir. Çalışmanın konusu, parrhesia kelimesinin kılavuzluğunda Siyasetname’nin eleştirel söylemini ortaya çıkarmaktır. Çalışmanın amacı, hükümdara devlet yönetimiyle ilgili öğüt verme amacıyla kaleme alındığı ifade edilen siyasetname türünün özgün örneklerinden birisi olan Siyasetname’nin bir parrhesia metni olarak değerlendirilmesi gerektiği ortaya koymaktır. | |
| dc.description.abstract | Nizam al-Mulk’s Siyāsat-nāma constitutes one of the first original examples of the mirrors for princes genre in the context of Islamic political-literary literature. Siyāsat-nāma, which has the characteristic features of the mirrors for princes genre, is a work related to state administration in its general structure. The central political actor of the type of politics known as mirrors for princes in Western languages is the ruler. In this respect, Siyāsat-nāma is a text that aims to give advice to the ruler about the administration of the state. However, considering the historical-political context of Siyāsat-nāma and the political-public mission and power of the author of the work, this work does not merely present a narrative on how the state administration should be or what "should be" by simply giving advice to the ruler. More importantly, it establishes a critical perspective on the current political-public functioning by observing and stating "what is". In other words, although Siyāsat-nāma offers a reform program or a road map from the criticism of "what is" to "what should be" the focus of this work is the clear evaluation of "what is". In the context of this study, the impression gathered from the Siyāsat-nāma –as it aims to express the truth in its critical discourse against "what is"- has prompted us that this work could be read and evaluated as an example of parrhesia. The literal meaning of parrhesia, defined by the French philosopher Foucault as "the ethics of verbal relations", is "to say everything". Finding the meaning of this word ambiguous, Foucault states that parrhesia contains the words frankness, danger, duty and criticism due to its duty and role in practical politics. In fact, according to him, parrhesia means the art of telling the truth by incorporating the words mentioned above. This study determines the method of evaluating Siyāsat-nāma within its historical-political context, guided by the word parrhesia based on Foucault's analysis. The subject of the study is to demonstrate the critical discourse of Siyāsat-nāma under the guidance of the word parrhesia. The aim of the study is to reveal that Siyāsat-nāma, which is one of the original examples of the mirrors for princes genre, which is said to have been written to give advice to the ruler about state administration, should be also considered as a parrhesia text. | |
