Özet
Uluslararası ilişkilerde iş birliğinin imkân düzeyini belirlemek çok yönlü inceleme ve analiz gerektirir. Her şeyden önce uluslararası sistemin doğası, birimleri ve etkileşim düzeyleri ile devletlerin doğası ve davranış mantıkları gibi temel meseleleri anlamak, iş birliğinin imkân düzeyini açıklamada öncelikli görünmektedir. Neorealizm ve neoliberalizm kuramlarının da tam olarak bu noktalarda ayrıştıkları, bu nedenle iş birliğinin olabilirliği konusunda farklı argümanlar öne sürdükleri görülür. Tarafların karşılıklı argümanlar ileri sürme şeklinde yürüttükleri tartışma literatüründe iş birliğini olumlu ya da olumsuz etkileyen pek çok faktörden ve iş birliğini teşvik edici stratejilerden bahsedilir. Öne sürülen bu argümanların her biri iş birliği meselesini anlamada önemli olmakla birlikte, tarafların analizlerinin özünde bir takım sınırlılıklar barındırdığından da bahsetmek gerekir. Bu değerlendirmelerden hareketle, bu çalışma neorealizm-neoliberalizm tartışması bağlamında uluslararası iş birliği imkânını incelemekte, sözü geçen sınırlılıkları da saptamakla bu meselenin analiz kapsamınıgenişletmektedir.
Determining the level of cooperation in international relations requires a multidimensional research and analysis. First of all, understanding the basic issues such as the nature, units and levels of interaction of the international system and the nature of states and their behavioral logic seem to be a priority in explaining the level of possibilities of cooperation. Neorealism and neoliberalism theories are also differentiated at these points and therefore they suggest different arguments about the possibility of cooperation. In the discussion literature of the parties in the form of promoting mutual arguments, there are many factors that can affect the cooperation positively or negatively and the strategies promoting cooperation. Although each of these arguments is important in understanding the issue of cooperation, it should be mentioned that the parties have some limitations at the core of their analysis. Based on these evaluations, this study examines the possibility of international cooperation in the context of the neorealism-neoliberalism debate and broadens the scope of the analysis of this issue by determining the limitations.
