Özet
The subject of this study concerns, information technologies, social change and Five-Year-Development Plans in which Turkey's economic, social and political policies are determined. The study intends to reveal how Turkey's process of social change, which is related to information technologies is determined by Five-Year-Development Plans. The qualitative method was chosen as the research method in this study and to this end, the document analysis technique was used. The sections of the Five Year Development Plans, which have been prepared since 1963, related to communication, technology and culture were examined and evaluations were made. According to the results of the study, it is seen that principles and objectives enabling the transformation of the Turkish society from an agricultural society to an industrial society and from an industrial society to and information society have been determined and technologies have been formed in Five Year Development Plans. These technological policies are intended to implement social change in a controlled manner and prevent deviating from the targets of development, progress and modernization.
