| dc.description.abstract | Türkiye'nin 1950'lerden günümüze kadar yaşadığı ekonomik süreçlerin en belirleyicilerinden birisi kamu borçlanması olmuştur. Bu süreç dahilinde, kamu borçlanması ekonomik belirleyicileri hem etkilemiş hem de bu belirleyicilerden etkilenen taraf olmuştur. Kamu harcamalarına kamu gelirlerinin yetmemesi sonucu kamu açıkları borçla finanse edilme yoluna gidilmiştir. Kamu borçları, gelirlerin önceden kullanılması anlamına geldiği için bu borçlar gelecek nesillere aktarılan bir yük şeklini almıştır. Ülkemizde verimli olarak yapılamayan; kamu harcamaları, siyasi ve sosyal etkiler gibi benzeri nedenlerle ülkeyi iç ve dış borca başvurmaya zorlamış ve bu durum ülkemizi zamanla borçların faizini ödeyemez bir hale sürüklemiştir. Kamu borçları, 1980 sonrası dönemde, özellikle de bu dönemler içerisinde yaşanan ekonomik krizlerin oluşumuna neden olan ekonomi enstrümanlarının en önemlilerinden birisi olmuştur. Hükümetlerin izlediği popülist politikalar nedeniyle de kamu borçları 2000'li yıllara kadar sürekli artan bir seyir izlemiştir. Çalışmamızda Cumhuriyet dönemi Türkiye'sinin kamu borçlanmasını etkileyen ve bu borçlanmadan etkilenen ekonomik etmenler üzerlerinde durulmuş olup, çalışmanın açıklanmaya çalışılan amacı ise şu şekilde belirtilmeye çalışılmıştır; 1923'ten günümüze uzanan süreçte hükümetlerin gerçekleştirdikleri kamu borçlanma gelişimi süreci, nedeni ve gereğini saptayarak kamu borçlanması sonucu oluşan ekonomik düzensizliklerin ardından uygulanan ekonomi politikaları da değerlendirilerek, yatırıma dönüşmeyen, üretim ve büyüme desteklemeyen kamu borçlanmasının olumsuzluklarına değinilerek ekonomi enstrümanları ile kamu borçlarının uyumu halinde ekonomik gelişmenin gerçekleşebileceğini açıklamaya çalışmaktır. Çalışmamızda 1923'ten günümüze uzanan süreçte gerçekleştirilen kamu borçlanmalarının, bazı zamanlar ekonomik istikrar sağlayıcı olarak bile yapılsa istenilenin aksine ekonomik büyümeyi ülkemizde gerçekleştiremeyen, gelecek nesillere yük teşkil eden ve yeri geldiğinde Türkiye' de dışlama etkisi yapan bir durum taşıdığı sonucuna ulaşılabilir. | en_US |
| dc.description.abstract | Public debt has become one of the most important determinant of economic processes of Turkey from the 1950s until today. During this process, public debt either influences the economic determinant or has been affected by these determinants. Public deficits are started to be financed by loaning as a result of inadequacy in corresponding public expenditures by the public revenues. Public debts, which has the meaning of using revenues at first, has become a burden passing to the future generations. In our country, the public expenditures, which are not performed efficiently, forces our country apply internal and external debt with reasons such as political and social effects. In the period after 1980, public debts had become one of the most economy instrument that causes the formation of economic crisis lived in this time period. Because of the populist policies of the government, the public debts had a permanent increasing process until 2000s. In our study, the economic factors that either has affeced the public debt of Turkey in its republic time period or is influenced by this debt process. The purpose of the study is tried to be explained as following ways; Examining the development process of public debt that is performed by the government from 1923 until today, evaluating the application of economy after economic ordernesses occured as a result of public debt by examinig the reason and necessity of this process, Discussing about the disadvantages of public debt that neither transform to investment nor support production and growth, Trying to explain the economic growth will be occured in the condition of having harmony between public debts and economy instruments. In our study, it is observed that public debts are preferred to provide economic stability in some situations for the time period of 1923 until today and it is examined although public debt is used for economic stabilization, it is not enough to make a reqiured economic growth in our country. In addition to these informations, it is observed that pubic debts has a property of becoming a burden passing to new generations and timely having crowding out effect in Turkey. | en_US |
