dc.description.abstractBu tez, Türkiye'deki mekânsal planlama sistemindeki ölçek sorununu irdelemektedir. Bu kapsamda, çalışma, mekânsal planlamanın farklı uygulama araçları arasındaki ilişkileri çözümlemektedir. Burada genel ve özel mekânsal planlar, uygulama araçlarının ana kategorilerini oluşturmaktadır. Planlama mevzuatı, hiyerarşik ilişkiler, mekânsal ölçekler ve uygulama araçları, tezin ana araştırma alanlarını oluşturmaktadır. Türkiye'de planlama sisteminin ve kademelenmesinin sorunları, Sivas örneğinde il ve kentsel düzeylerde çok belirgindir. Çalışma, Sivas mekânsal planlama deneyimlerini detaylı olarak inceleyerek, mevcut mekan planlama mevzuatının ve kademelenmesinin sorunlarını ve zayıflıklarını ele almakta ve Türkiye örneği için genelleştirilebilecek yeni ve alternatif bir planlama kademelenmesi önermektedir.en_US
dc.description.abstractThis thesis addresses the scale problem in Turkish spatial planning system. In that respect, the study analyses the interrelationships between the different implementation tools of spatial planning. Here, the general and special spatial development plans constitute the main categories of implementation tools. The planning regulation, hierarchical relations, spatial scales and implementation problems are the key research areas of the thesis. The problems of spatial planning system and hierarchy in Turkey are most evident in the case area of the thesis, Sivas at both provincial and urban levels. Through the elaborating and analyzing the spatial planning experiences in Sivas, the study discusses the institutional problems and weakness of the existing spatial planning regulation and hierarchy and suggests a new and alternative planning hierarchy that can be generalized for the Turkish case.en_US
