| dc.description.abstract | Bu çalışmada Makedonya örneği üzerinden Ak Parti iktidarının ilk on yıllık dönemindeki kamu diplomasisi faaliyetlerinin değerlendirilmesi amaçlanmıştır. Bu kapsamda kamu diplomasisinin geleneksel aktörler aracılığıyla ve yeni kamu diplomasisi yaklaşımının temelini oluşturan devlet dışı aktörler eliyle pratiği, Makedonya örneği üzerinden incelenmiştir. Bununla birlikte literatürde daha çok uygulama boyutuyla ele alınan kamu diplomasisinin kuramsal ve kavramsal çerçevesi oluşturularak bu alanda katkı sağlanması amaçlanmıştır. Kamu diplomasisinin toplum temelli ve yumuşak güç araçlarına dayalı işleyişi kavramı kuramsal yönden İnşacılık ve Liberalizm ile yakınlaştırdığından, kavram, bu kuramsal düzlemde ele alınmış, kavramsal çerçevesi ise diplomasi, güç, yumuşak güç kavramları çerçevesinde oluşturularak kavramın geçirdiği dönüşüm Türk dış politikası üzerindeki etkisi bağlamında incelenmiştir. Çalışmada nitel araştırma yöntemlerine başvurulmuş, birincil ve ikincil kaynaklardan elde edilen veriler analiz edilmiş ve bu kapsamda literatür taraması, metin ve söylem analizi, kıyas, anlaşmalar ve lider söylemleri gibi birincil kaynak taramalarına da başvurulmuştur. Nicel araştırma yöntemleri ekonomik verilerin analizini içeren bölümler ile sınırlıdır. Bir örnek olay incelemesi olan bu çalışma ile kamu diplomasisinin Türkiye ve Makedonya ilişkilerinin zeminini genişleterek farklı bir boyut ve zenginlik kattığı, ancak sürdürülebilirlik, verimlilik ve sonuca ulaşma anlamında daha iyi bir süreç yönetimine ihtiyaç olduğu sonucuna varılmıştır. | en_US |
| dc.description.abstract | This work aims to evaluate the first ten years of public diplomacy activities of the Ak Party (Ruling Justice and Development Party) government through the North Macedonia case. In this regard, Macedonian case is examined through the traditional actors of public diplomacy and non-state actors which is forming the basis of the new public diplomacy approach. In addition to that, the thesis aimed to eliminate the lack in this field by creating the framework of the theoretical concept of public diplomacy that is mostly dealt with in the literature. Due to public diplomacy's community-based and soft-power-based functioning bringing the concept closer to Constructivism and Liberalism, the idea has been discussed in this theoretical base. The conceptual framework of public diplomacy was created within the framework of the concepts of diplomacy, power, and soft power and the transformation of the concept was examined in the context of its impact on Turkish foreign policy. In this thesis, qualitative research methods were used, pieces of data obtained from primary and secondary sources were analysed and, in this context, primary source reviews such as literature review, texts and discourse analysis, comparisons, agreements and speeches of leaders were practised. The quantitative research methods are limited in the sections of the study's economic data. It is concluded with this study, which is a case study, public diplomacy adds different dimensions and richness by broadening the ground of Turkey-North Macedonia relations, but there is a need for better process management in terms of sustainability, efficiency and achieving results. | en_US |
