Özet
Tarım Sektörü açısından gelişme mevcut tarım politikalarının etkinliği ile sağlanabilir. Tarım politikaları, üretim ve verimliliği artırarak rekabet edebilme gücü sağlaması ve ülkenin refah seviyesini artırması bakımından oldukça önemlidir. İki ülkenin tarım sektörü karşılaştırıldığında öncelik olarak tarımın yapısı, uygulanan tarım politikaları ve hukuki açıdan mevzuatın durumu ön plana çıkmaktadır. Avrupa Birliği'ne üyelik yolunda tarım sektörü açısından uyumun sağlanması Türkiye için bazı kriterlerin yerine getirilmesi ile mümkün hale gelecektir. Bu kriterler ise, tarım sektörünün yapısı, politikaları ve mevzuat uyumu vb olarak sıralanabilir. Bu açıdan yaptığımız çalışmada Avrupa Birliği Ortak Tarım Politikasının, Türkiye Tarım Politikası ile karşılaştırılması; tarihi süreçte geçirdiği değişiklikler, tarımsal yapı, tarımsal mevzuat, tarımsal ekonomi açılarından değerlendirilmiştir. Yapılan karşılaştırmalar ise, dört başlıkta toplanmış ve öneriler bu başlıklar altında verilmiştir. Bunlar; Avrupa Birliği İlerleme Raporları, Tarımsal Ekonomi Yapısı, Tarımsal Mevzuat Uyumu ve Kırsal Kalkınmadır. Bu dört başlıkta, mevcut durum, gelinen nokta ve çözüm önerileri ele alınmıştır.
Growth, in terms of Agricultural Sector, can be achieved through the efficiency of current agricultural policies. Agricultural policies are of vital importance from point of view of offering competitive strength by increasing production and productivity and thereby increasing the level of the social well-being.When comparing the agricultural sectors of the two countries,significant points such as currently applied agricultural policies and the legal situation in terms of regulations come to the fore. On the path to the membership to the European Union,only after application of some criteria by Turkey,will it be able to be possible to ensure a full compliance.These criteria can be listed as the structure, policies and regulations of the agricultural sector..We, based on this basis ,conducted a study which deals with the comparison of the European Union Joint agricultural Policy with Turkish Agricultural Policy; the changes that happened throughout history, agricultural structure,agricultural regulations and agricultural economy have been evaluated. The researches carried out have been collected under four titles and the suggestions have been made accordingly.These are given as ; The European Union Advancement Reports,Agricultural Economic structure, Agricultural compliance of regulations and Rural development.Within above given four titles,the situation, current position and recommendations regarding solutions have been dealt with.
