dc.description.abstractTar1m arazilerinin değerlemesi, hem kamusal faaliyetlerin yürütülmesinde hem de bireysel hakların korunmasında büyük öneme sahiptir. Ayrıca birçok amaca bağlı olarak tarım arazilerinin değerlerinin belirlenmesi gerekmekte olup, bunun için bilimsel yöntemler kullanılmaktadır. Tarım arazilerinin değerlemesinde genellikle gelir yöntemi uygulanmaktadır. Türkiye'deki değerleme faaliyetlerinde, bu yöntemin uygulanmasında değeri etkileyen faktörlerin objektif bir şekilde değerlendirilmediği görülmekte ve bu nedenle birçok anlaşmazlıklar yaşanmaktadır. Bu çalışmada, değeri etkileyen faktörlerin tarım arazisi değerine objektif bir şekilde dahil edilmesi amacıyla alternatifyaklaşımlar geliştirmek amaçlanmıştır. Alternatifyaklaşım olarak Analitik Hiyerarşi Prosesi (AHP) ve Gri İlişkisel Analiz (GIA) yöntemleri kullanılmıştır. Bu yöntemlerle değere etki eden her bir faktör için elde edilen ağırlıklar, tar1msal değerlemenin temel yöntemlerinden biri olan Gelir yöntemine entegre edilerek obj ektifbir değer tespit etmek amaçlanmıştır. AHP yöntemiyle tarım arazilerinin değerlemesinde, arazi kullanım kabiliyet sınıfı %24.22, bitki deseni %23.31, jeolojik yapı %ll.33, kırsal merkeze uzaklık %7.74, yola uzaklık %7.74, sulama kanalına uzaklık %17.92 ve ilçe merkezine uzaklık %7.74 önemli olduğu belirlenmiştir. Ayrıca bu yöntemle elde edilen ağırlıklar ve katsayı yard1m1yla her bir parselin değeri tespit edilmiştir. GIA yöntemiyle elde edilen Gri İlişkisel Derecelerle her bir parsel için kapitalizasyon oranı hesaplanarak değere etki eden faktörlerin tar1m arazilerinin Gelir değerine dahil edilmesi sağlanmıştır. Her iki yöntemde de hesaplanan ağırlıklar yardımıyla tar1m arazilerinin değerlerinin daha hassas ve doğru bir şekilde belirlenmesi sağlanarak, tarımsal değerlemenin objektiilik amacı sağlanmış olmaktadır.en_US
dc.description.abstractThe agricultural land valuation is very important in terms of the carrying out of public activities and the protecting of individual rights. Besides, it is necessary to determine the value of real estate due to many objective and the scientific methods are used for this purpose. The income method is used generally for land valuation. It seems that the factors affecting value does not evaluate objectively in the application of this method and therefore many conflicts are experienced. In this study, it is aimed to improve the alternative approaches for the purpose of incorporating the factors affecting value objectively to the land value. Analytic Hierarchy Process and Grey Relation Analysis are used as an alternative approach. It is aimed to determine the objective value by integrating the weights obtained for each factor affecting value by these methods into the income method one of the main methods of agricultural valuation. It is determined that the land capability classification (24.22%), the crop pattern (23.31%), the geological structure (1 .33%), the distance from rural centre (7.74%), the distance from road (7.74%), the distance from irrigation channel (17.92%) and the distance from district centre (7.74%) are important in the agricultural valuation by AHP. Moreover, the value of each parcel is determined by means ofthe weights and the coeüîcient obtained by this method. It is provided that the factors affecting value incorporate into the income value of agricultural lands by calculating the capitalization rate for each parcel with the Grey Relational Degree obtained by GRA method. The objectivity that is the purpose of agricultural valuation is ensured by providing to determine the value of agricultural lands more sensitively and accurately by means ofthe weights calculated in both ofthe methods.en_US
