dc.description.abstractTürkiye Selçuklu Sultanı I. Gıyaseddin Keyhüsrev ikinci saltanatı döneminde ülkede siyasî birliği ve istikrarı sağladıktan sonra devleti idarî olarak yeniden yapılandırmıştır. Bir plan ve program dâhilinde gerçekleştirilen bu yapılandırma; güçlü yönetim, güçlü ekonomi, kaynaşmış toplum ve uç beyliği politikası olarak dört temel esas üzerine tesis edilmiştir. Bu bağlamda devlet yönetiminde liyakatli komutan ve beyler yanında ilim ve fikir adamları da görevlendirilmiştir. Meliklerin siyasî ve idarî yetkileri sınırlandırılmış, sosyal ve kültürel hayatta etkin olan güçler arasında denge kurulmuştur. Ülke genelinde yol emniyeti sağlanarak ticari faaliyetlere önem verilmiş, limanlara sahip olmak için askerî seferler düzenlenilerek denizlere ulaşılmıştır. Dîvân-ı mezâlim etkin olarak çalıştırılmış, Müslüman halka olduğu gibi gayr-i müslimlere de huzurlu bir ortam sunulmuştur. Bu durum diğer ülkelerdeki gayr-i müslimlerin de Selçuklu ülkesine gelmesini sağlamıştır. Anadolu fütüvveti olan Ahilik ile diğer tasavvufi oluşumlar himaye edilerek, halkın dini inancının ve milli bilincinin korunması siyaseti takip edilmiştir. Sultan I. Gıyaseddin Keyhüsrev’in ikinci saltanat döneminde, yönetim siyaseti ve devlet idarî yapısında gerçekleştirilen değişim ve dönüşümün ifade edildiği bu makalede, amaca bağlı yöntem olarak, konu ile ilgili tarih metodolojisine uygun literatür incelemesi yapılmış sonra da panoramik bakış açısıyla tarihî-felsefik bir perspektif ortaya konulmuştur.en_US
dc.description.abstractTurkish Seljuk Sultan Ghiyath al-Din Kaykhusraw I ensured political unity and stability in the country during his second reign and subsequently restructured the state administratively. This restructuring, which was carried out within a plan and program, was based on four basic principles: strong management, strong economy, integrated society, and border principality policy. Besides qualified commanders and gentlemen, scientists and intellectuals were also assigned to the state administration. The political and administrative powers of the princes were limited, and a balance was established between the active forces in social and cultural life. Road safety was ensured throughout the country and importance was given to commercial activities. In addition, military expeditions were organized to gain control over the ports and reach the seas. Divan-i mezalim was worked effectively, and a peaceful environment was provided to non-Muslims as well as to the Muslim population. This situation enabled non-Muslims from other countries to come to the Seljuk country. Ahi community, which is the futuwwa of Anatolia, and other mystical formations were protected and the policy of protecting the religious belief and national consciousness of the people was followed. In this article, in which the change and transformation in the administrative policy and state administrative structure during the second reign of Sultan Ghiyath al-Din Kaykhusraw I are expressed, a literature review has been made on this subject by the historical methodology as a purpose-based method. And then, a historical and philosophical perspective is presented from a panoramic perspective.en_US
