Özet
Gazete sayıları Bâyezid Umumi kütüphanesi'nde yer almaktadır. 2,50,53,54,55,61,68,70,80,94, 96 sayıları yoktur. 1-71. Sayılar birinci, 72-103 sayılar ikinci yıl yayınlanmıştır. Gazete haftada iki defa Çarşamba ve Cuma günlerinde yayınlanmıştır. Fakat Pazar, Perşembe, pazartesi günleri de yayınlanmıştır. İlk sayılar 4 sayfa 4 sütun olarak düzenlenmiştir. 19 .sayıdan itibaren 4 sayfa 3 sütun olarak yayınlanmıştır.İlk sayfalarda siyasi makaleler ve yazılar yer alır. Son sayfalarda genellikle kısa duyuru ve ilanlara ayrılmıştır. Gazetede İstanbul'da yayınlanan gazete haberlerin de yer verilmiştir. Gazetede şiir ve fıkralar da yer almıştır. Resim yoktur. Noktalama işaretleri kullanılmıştır. Sorumlu Müdürü Ebu'l Refik Mehmet Tevfik Bey'dir. Baş yazarları Ebu'l Fahri Hüseyin Nazmi , Süleyman Necati, Yusuf Mazhardır. Hakem Gazetesi'nin fiyatı 10 paradır. Kullanılan dil Türkçedir. Bazı makale ve mektuplarda ağdalı bir Osmanlıca kullanılmıştır. Gazetenin yayın politikası ittihatçıdır. Yazılarda İttihat ve Terakki Cemiyeti desteklenmiştir. Gazetede 31 Mart Olayı (13 Nisan 1909), Avusturya ? Bulgaristan ve Girit meselesine uzun uzun yer vermiştir. Ayrıca Vilayet ve kazalarla ilgili her türlü haber, istek ve şikayetler gazetenin sütunlarında yer alır. Makalelerin konuları eğitim, ziraat, hayvancılık, ulaşım, bayındırlık olarak teşkil etmiştir. Gazete'de Konya Merkez, bağlı kaza ve köylerle ilgili her türlü haber yer almıştır. II.Meşrutiyetten sonra bu bölgelerde yaşanan gelişmeler, yaşanan aksaklıklar ve dile getirilen şikayetler gazetenin içeriğini oluşturmuştur. Gazetenin mevcut olan tüm sayılarının Transkiripsiyonu yapılarak , II.Meşrutiyet Dönemi Konya'sı hakkında bilgi verilmiştir.
Hakem Newspaper was being started to be published after the abolition of the censorship among the press after the declaration of the II.nd Constitution(23 July 1908). It was published as 103 issues. The date of the first issue was 23 January 1909(10 Kanun-i Sani 1324),the last one?s was 18 August 1910(5 August 1326). The issues of the newspaper are available in Bayezid Public Library. Issues 2,50,53,54,55,61, 68,70,80,94 and 96 are not available. Issues 1-71 were published in the first year,issues 72-103 were in the second year. The newspaper was published twice a week on Wednesdays and Fridays. But it was also published on Sundays, on Mondays and on Thursdays . The first issues were arranged as 4 pages 4 columns . It was published as 4 pages 3 columns beginning from the 19.th issue. There are political articles and writings on the front pages. The back pages are generally allocated to short advertisements and announcements. The news from the newspapers published in İstanbul are also taking part in it. Poems and anecdotes are taking part. There are no Picture. Punctuation marks were used. Responsible Director was Ebu?l Refik Mehmet Tevfik Bey. Chief authors were Ebu?l Fahri Hüseyin Nazmi, Süleyman Necati and Yusuf Mazhar. The price of Hakem Newspaper was 10 para. The language used was Turkish. Complex Ottoman was used in some letters and articles. The publication policy of the newspaper was Unificationism(Ittihatçılık). The Assossiation of Unification and Progress was supported in the writings. The 31 March Happening (on 13 April 1909), Austria ? Bulgaria and Crete problems were allocated long by long.All kinds of news, requests and complaints related to the Province and sub-provinces were taking part in the columns of the newspaper. The subjects of the articles were formed of education, agriculture, animal breeing,transportation and public works. Every kind of news related with Central Konya, sub-provinces and villages took part in the newspaper. The developments happened, problems faced and complaints told in these regions after the II.nd Constitution formed the content of the newspaper. Information is given about the II.nd Constitution Period of Konya in terms of all the available issues of the newspaper are transcripted.
