| dc.description.abstract | Bu çalışma 1923 yılında Cumhuriyetin ilan edilmesi ile birlikte oluşturulan ve doksan beş yıllık tarihi ile Türkiye'nin en köklü kurumlarından biri olan Cumhurbaşkanlığı makamında Cumhurbaşkanlığı Hükümet Sistemi vizyonu ile meydana gelen dönüşümü David Easton'un sistem analizi yaklaşımı çerçevesinde teorik bir çerçeveye oturtma amacı ile hazırlanmıştır. Easton'un sistem analizi yaklaşımının dayandığı; "çevre", "girdi", "çıktı", "geri besleme" kavramlarından ve temel varsayımlarından hareketle tarihsel süreklilik içinde Cumhurbaşkanlığı makamının geleceği üzerine yapılacak değerlendirmelere katkı sağlaması açısından çalışma kapsamında; milletvekilleri, daha önce bakanlık görevi yapanlar, düşünce kuruluşları temsilcileri ve akademisyenden oluşan 12 kişi ile görüşme gerçekleştirilmiştir. Görüşmelerden elde edilen ve betimsel analiz ile değerlendirilen veriler ile literatür taramasında sağlanan bilgiler ışığında Cumhurbaşkanlığı makamında önemli bir dönüşümü temsil eden Cumhurbaşkanlığı Hükümet Sistemini getiren anayasa değişikliğinin, Cumhurbaşkanlığı makamının sahip olduğu vizyonunun bir sonucu olarak siyasal sistemde uzun süredir biriken istemlere yanıt olarak sunulduğu sonucuna ulaşılmıştır. Çalışmada aynı zamanda Cumhurbaşkanlığı Hükümet Sistemi vizyonunun sistemsel bir yaklaşımla tüm kurumlar tarafından benimsendiğinde, kurumların belirlenen temel vizyon doğrultusunda kendilerine bir yön belirlediğinde ve zihinsel dönüşüm gerçekleştiğinde bütüncül bir akıl ile ülkenin gelişimine katkı sağlanabileceği üzerinde durulmuştur. | en_US |
| dc.description.abstract | This study is prepared to establish the theoretical framework of transformation that has taken place with Presidential Government System vision in Presidency, which was constituted in 1923 with the declaration of Republic, and has been one of the long-standing institutions of Turkey with its ninety five years old background, functions of transformational leadership and within the framework of David Easton's system analysis approach. Within the scope of the study, interviews have been held with 12 people including deputies, former ministers, representatives of think tanks, and academician with reference to the concepts "environment", "input", "output" and "feedback" which have basis of Easton's system analysis approach, and basic assumptions in order to contribute to the evaluations to be made on the future of the presidency in historical continuity. In the light of the data obtained from interviews that are evaluated with descriptive analysis and the information obtained through literature review, it is concluded that the constitutional amendment introducing the Presidential Government System, representing an important transformation in the presidency, has been presented both as a result of the vision that presidency has, and as a response to requests that have been accumulated in the political system for a long time. At the same time, it has been emphasized in the study that when the vision of the Presidential Government System is adopted by all institutions with a systematic approach, it is possible to contribute to the development of the country with an integrated intelligence when the institutions determine a direction towards the determined basic vision, and mental transformation takes place. | en_US |
