| dc.description.abstract | Bu çalışmada, Türkiye'de özellikle 1980'li ve 1990'lı yıllarda kamu mali sistemi içerisinde ciddi öneme sahip olmuş olan bütçe dışı fonlar ve bir bütçe dışı fon olarak 2016 yılında kurulan Türkiye Varlık Fonu incelenmiştir. Bu çalışma ile Türkiye'nin bütçe dışı fonlar ile edindiği tecrübe literatür taraması yapılarak ortaya konmakta, dünya genelinde varlık fonu uygulamalarının genel özellikleri araştırılmakta ve Türkiye Varlık Fonu ile ilgili değerlendirmeler yapılmaktadır. Çalışmada Türkiye'nin bütçe dışı fonlarla ilgili kamu maliyesi açısından acı tecrübeleri olduğu sonucuna varılmakta, Türkiye Varlık Fonu uygulamasının bu tecrübeler ışığında yürütülmesi önerilmektedir. Türkiye'nin 1990'lı yıllarda sayıları 100'ü aşan varlık fonlarının sayısını 10'un altına indirmesi olumlu karşılanmakta, bütçe dışı fon uygulamasına mümkün olduğu kadar başvurulmayarak bütçe prosedürünün işletilmesi gerektiği sonucuna varılmaktadır. Türkiye Varlık Fonu'nun dünya genelinde uygulanan klasik varlık fonlarından farkları olduğu belirlenmekte, amaçları hususunda eleştiriler getirilmektedir. Çok fazla amacı için olduğu kaldırabileceğinden daha fazla sorumluluk yüklendiği anlaşılan Türkiye Varlık Fonu'nun amaçları hususunda sadeleştirme yapılarak kalkınma amacına odaklanması gerektiği vurgulanmaktadır. Türkiye Varlık Fonu'nun denetimi hususunda yeniden gözden geçirmeler yapılması gerektiği sonucuna varılmaktadır. | en_US |
| dc.description.abstract | In this study, it is examined that, in Turkey, especially in the 1980s and 1990s have been of considerable importance to the extra-budgetary funds and Turkey Wealth Fund which was established in 2016 in a fiscal system. Turkey Wealth Funds were investigated. This study has acquired Turkey's non-budgetary funds are being put forward by making the experience literature, general characteristics of the assets of the sovereign wealth fund being investigated world applications in general and Turkey Wealth Fund is evaluated. The study is concluded in terms of Turkey's public finances related to extra-budgetary funds to the conclusion that bitter experience, the experience of Turkey Wealth Fund applications are proposed to be carried out in that bitter light. Turkey, the number of non budgetary fund in excess of the number 100 in the 1990s, to reduce under 10 are welcomed and is concluded that should not apply as possible to non-budgetary funds application and should apply the operation of the budgetary procedure. Turkey Wealth Fund is determined to be the difference in the world of classical Wealth Fund and criticisms have been brought about its aims. It is understood that too much aim is upload for that more responsibility than it can handle with and is emphasized that Turkey should focus on simplified the development objectives regarding the purpose of the Wealth Fund.
