| dc.description.abstract | “İstanbul Sözleşmesi” olarak anılan “Kadına Yönelik Şiddet ve Ev İçi Şiddetin Önlenmesi ve Bunlarla Mücadeleye Dair Avrupa Sözleşmesi”, 11 Mayıs 2011’de İstanbul’da imzaya açılmış, 1 Ağustos 2014 tarihinde de yürürlüğe girmiştir. Bu Sözleşme, kadına yönelik şiddet konusunda bağlayıcılığa sahip ilk uluslararası sözleşmedir. Sözleşme, kadınlara yönelik şiddetin önlenmesi, her türlü şiddet mağduru olan kadınların korunması, kadınlara şiddet yaşatanların etkili kovuşturulması ve cezalandırılması ve bu konulara çok yönlü stratejilerle yaklaşma gereğini vurgulamaktadır. Bu bağlamda Sözleşme’de, devletin bütün alanlarda politika saptarken ve uygularken toplumsal cinsiyet eşitliği ve kadınların güçlendirilmesi perspektiflerinin olması şiddetle etkili mücadele için olmazsa olmaz olarak görülmektedir. İstanbul Sözleşmesi’nin 11. bölümü “İzleme Mekanizması” başlığı altında, “Kadınlara Yönelik Şiddet ve Aile İçi Şiddete Karşı Eylem Uzman Grubu yani “GREVIO” yu düzenlemiştir. GREVIO, Sözleşme’nin gereklerinin yerine getirilip getirilmediğini izlemek üzere alanında uzman üyelerden oluşturulması gereken denetleme organıdır. 2015 yılında yapılan seçimle belirlenen 10 üyeden oluşan GREVIO’nun ilk değerlendirme dönemi 2016 yılında başlamıştır. Bu çalışmada, genel olarak İstanbul Sözleşmesi ve onun denetleme organı GREVIO hakkında bilgi verildikten sonra, İstanbul Sözleşmesi Türkiye İzleme Platformu’nun GREVIO’ya sunmak üzere hazırladığı “Kadına Yönelik Şiddet ve Ev İçi Şiddetin Önlenmesi ve Bunlarla Mücadeleye Dair Avrupa Sözleşmesi’nin hükümlerini yürürlüğe koyan kanuni ve diğer tedbirler hakkında Türkiye’nin ilk raporuna ilişkin 2017 gölge raporu değerlendirilecektir. | en_US |
| dc.description.abstract | “The European Convention on Preventing and Combating Violence Against Women and Domestic Violence”, is known as Istanbul Convention, was signed in Istanbul on 11 May 2011, and was enacted in 1 August 2014. This Convention is the first international agreement binding on Violence Against Women. The Convention emphasizes the need for the prevention of violence against women, the protection of women victims of violence, the effective prosecution and Punishment of those who perpetuate violence against women, and the need for multilateral strategies to address these issues. In this context, it is seen that the state's perspective on gender equality and empowerment of women is essential for effective combat with violence. The 11th part of the Istanbul Convention, under the heading of “Monitoring Mechanism”, organized “GREVIO”, A Group of Experts on Violence Against Women and Domestic Violence Against Women. GREVIO is made up of experts in the field of violence against women created to check whether the requirements of the Convention have been met. The first evaluation period of GREVIO, consisting of 10 members elected in 2015, began in 2016. In this study, after informing about the Istanbul Convention and its supervisory body, strike, the Istanbul Convention will be evaluated by the Turkish monitoring platform on 2017 Shadow Report on Turkey’s first report on the legal and other measures to implement the provisions of the European Convention on combating and combating violence against women and domestic violence. | en_US |
