Özet
Sırasıyla başbakanlık başdanışmanlığı, büyükelçilik, dışişleri bakanlığı ve başbakanlık görevlerinde bulunan Ahmet Davutoğlu Türk dış politikasının karar alma sürecindeki etkin bir aktör olarak değerlendirilmek durumundadır. Ek olarak Davutoğlu’nun ortaya koyduğu Stratejik Derinlik doktrinini uygulama fırsatını bulan bir pratisyen olması da onun dış politika karar alma sürecindeki ağırlığını tescillemektedir. Davutoğlu’nun Türk dış politikası karar alma sürecindeki özgül ağırlığı ise özellikle Ortadoğu ve Balkan bölgelerinde gözlemlenmektedir. Çünkü Davutoğlu’nun akademik yayımlarında ve söylemlerinde ortaya çıkan İslam temelindeki yaklaşımının çıktılarını Müslüman nüfusun yoğunlukta olduğu bu bölgelerde tespit etmek daha olasıdır. Tüm bu noktalardan hareketle çalışmada Davutoğlu’nun İslami eğiliminin Ortadoğu ve Balkanlar bölgelerindeki Türk Dış Politikası çıktılarını ne ölçüde şekillendirdiği meselesi sorunsallaştırılmıştır. Bununla birlikte çalışmada bahse konu değerlendirmeyi yapabilmek adına Davutoğlu’nun eserlerinin ve söylemlerinin değerlendirilmesini kapsayan söylem analizi yöntemi benimsenmiştir.
Ahmet Davutoglu, who is in charge of prime minister's chief adviser, ambassador, foreign ministry and prime minister, should be considered as an effective actor in the decision-making process of Turkey’s foreign policy. In addition, being a practitioner who has the opportunity to practice the Doctrine of Strategic Depth, which Davutoglu has put forward, it also registers his weight in the foreign policy decision-making process. Davutoglu's specific weight in foreign policy decisionmaking process is observed especially in the Middle East and Balkans regions. This is because it is more likely to identify the output of the Islam-based approach that emerged in Davutoglu's academic publications and discourses in those regions where the Muslim population is concentrated. On the basis of all these points, in this study the question of the extent to which Davutoglu's Islamic tendency has shaped the output of Turkey’s Foreign Policy in the Middle East and the Balkans was questioned. In addition to this, in this study discourse analysis method which includes evaluation of the works and discourses of Davutoglu was adopted in order to make this assessment.
