| dc.description.abstract | Unutulma hakkı Avrupa Birliği tarafından gündeme getirilen ve sonrasında hayata geçirilen bir haktır. Söz konusu hak kişiye, dijital hafızada yer alan ve hatırlanmasını artık istemediği fotoğraf, kimlik bilgisi, adres ve sair (aktüel olmayan) kişisel içeriğinin, kendi talebi üzerine bir daha geri getirilemeyecek biçimde ortadan kaldırılmasını isteme yetkisi vermektedir. Bu hakkın evrensel bir kişisel değer (temel hak) olarak kabul edilmesinin, bilgi edinme özgürlüğüne uygulamada zarar vereceği yönünde tartışmalar bulunmaktadır. Söz konusu çekinceler aynı zamanda ifade özgürlüğü bakımından da mevcuttur. Bu çalışmada, unutulma hakkının, anılan değerler ile ilişkisi ele alınmıştır. | en_US |
| dc.description.abstract | The right to be forgotten is a concept discussed and put into practice in the European Union. This right grants an individual a right to request deletion of old personal data that she/he wants no longer to be known from the digital memory. There has been controversy about the practicality of establishing a right to be forgotten to the status of an international human right in respect to access to information, due in part to the vagueness of current rulings attempting to implement such a right. There are also concerns about its impact on the right to freedom of expression. This article has studied the relationship between the right to be forgotten and these controversial assets. | en_US |
