Özet
Bu çalışmada öncelikle kolluk alınmış olup, tanımı, kamu düzeni kavramı, kolluk çeşitleri, genel idari kolluk makamları, kolluk yetkisinin sınırları ve kolluk yetkisinin genişlemesi halleri olan olağanüstü hal ile sıkıyönetim konusu üzerinde durulmuştur. Özelikle Emniyet Genel Müdürlüğü, Jandarma Genel Komutanlığı ve Sahil Güvenlik Teşkilatları ile taşrada merkezi idarenin temsilcisi olan Vali ve Kaymakamlar arasındaki görev, yetki ve sorumluluk konuları irdelenmiştir.
This study is the first law enforcement were, by definition, the concept of public order, law enforcement types, the administrative law enforcement agencies, the law enforcement authority of the border and law enforcement powers, which is where expansion has been focused on martial law subject to emergency. Especially General Directorate of Security, Gendarmerie General Command and the Coast Guard duties between the provinces with the provincial and district governors are representatives of the central government's authority and responsibility issues are discussed.
