Özet
Dünya ülkelerinde meydana gelen; sermaye akışı, ticaret, üretim ve benzeri iktisadi alanlardaki küreselleşmenin ekonomik çerçevesinin kavramsal manası endüstrileşen ülkelerdeki hızlı ekonomik büyüme sonucunda genişlemiş ve gelişen teknoloji ile birlikte, artık tüm dünyada endüstriyel ekonomiden küresel bilgi ekonomisine geçilmesi sonucunda küreselleşen ve git gide liberalleşen ekonomik sisteme uyum sağlamak, kaçınılmaz hale gelmiştir. Bu küresel bilgi ekonomisi sisteminin bir parçası haline gelebilmek için; küreselleşme süreci ile doğrudan ve daimi bir etkileşim içinde olan teknolojik gelişmelerin, ülkelerce tam anlamıyla özümsenmesi, sistemle birlikte sistemin bir parçası olan rekabet ortamı ile rekabet anlayışının da artık uluslararasılaştığının iyi kavranması ve buna yönelik politikalar izlenmesi gerekmektedir. Ülke makro ekonomileri açısından bu denli kilit noktada bulunan söz konusu teknolojik gelişmelere uyum sağlayabilme ise ; tamamen ülkelerin yenilikçilikleri ile ilgilidir. Öte yandan, küreselleşen rekabet piyasalarında üstünlük sağlayabilmek daha da önemlisi ; bu üstünlüğü sürdürülebilir kılmak ise; ülkelerin yenilik yetenekleri ile doğru orantılıdır. Bu çalışma kapsamında, dünya ülkelerinin liberalleşme eğilimlerinin artması ile birlikte, küresel bilgi ekonomisi haline gelmiş olan uluslararası pazarlardaki, rekabet güçlerinin, üstünlüklerinin ve bu güçlerinin sürdürülebilirliğinin sağlanmasında temel koşul haline gelmiş olan yenilik ( inovasyon ) kavramı incelenecektir. Böylece sürdürülebilir rekabet anlayışı olarak yenilik yeteneği kavramı, tüm boyutları ile detaylı olarak incelenerek, iktisadi manada ve makro boyutta öneriler sunulmaktadır.
It has become inevitable to adapt to the economic system which has expanded as a result of rapid economic growth in industrialized countries, the conceptual meaning of globalization?s framework; in capital flows, trade, production and other economic areas which occurred in world countries, and also which has become globalized and become gradually become liberal as a result of passing industrial economy through the global information economy all over the world, with emerging technologies. To be able to become a part of this global knowledge economy system; by the countries; it is need to be fully assimilated technological developments which are in a direct and constant interaction with the globalisation process, also better understand both the system and as parts of this system; the concept of competitiveness, the environment of competitiveness are also international now, and at last it is need to follow policies through these factors. Being able to adapt to these mentioned technological developments which are such a key area in terms of countries? macro economy; is completely about their innovation. On the other hand, being able to provide advantages in global competition, and more importantly to sustain this advantage as sustainable are is proportional to innovation capabilities of countries. In this study, the concept of innovation (novelty) is discussed which has become the basic requirement for competitiveness, their excellence and for providing these forces as sustainable in the international markets that have become the global knowledge economy with increased liberalization trend of world countries. Thus, as a sustainable competitive approach; the concept of novelty (innovation) capability is examined detailly with its all dimensions, and then recommendations are given in the micro and macro level in economic sense.
