Türkiye'de e-devlet kavramının gelişimi ve Milli Eğitim Bakanlığı'nda e-okul uygulaması: Konya örneği

Özet
Bu araştırmada, e-devlet kavramının gelişimi ve Milli Eğitim Bakanlığı'nda e-okul uygulaması ile ilköğretim okullarında görev yapan öğretmen ve idarecilerin e-okul uygulamalarına yaklaşımları ve beklentilerinin çeşitli değişkenler açısından incelenmesi amaçlanmıştır.Araştırmanın evrenini 2011-2012 öğretim yılında, Konya ili Selçuklu, Meram ve Karatay ilçelerinde, Milli Eğitim Bakanlığı'na bağlı ilköğretim okullarında görev yapan öğretmen ve idareciler oluşturmaktadır. Araştırmada, olasılığa dayalı örneklem seçme yöntemi olan ?tesadüfi örneklem yöntemi? tercih edilmiştir. Araştırmanın örneklemi, toplam 28 ilköğretim okulunda görev yapan 210 öğretmen ve 90 idareciden oluşmuştur.Veriler, araştırmacı tarafından hazırlanan anket formu aracılığıyla toplanmıştır.Anket verilerinin değerlendirilmesinde ?aritmetik ortalama?, ?standart sapma? ?Pearson Korelasyon? ?Ki-Kare?, ?Bağımsız Grup t Testi? ve ?Anova? testleri uygulanmıştır.Araştırma bulgularına göre; öğretmen ve idarecilerin e-okulu kullanmadan önceki bilgisayar ve interneti kullanma düzeylerinde, e-okul kullandıktan sonra artış olduğu tespit edilmiştir.Katılımcıların branşları ve kıdemleri ile e-okul uygulamaları arasında bir farklılık bulunmamıştır.
In this study,it has been aimed that in terms of different variables ,the investigation of the development of e-state notion and the expectations and approaches of teachers and administrators working in primary schools in The Ministry of National Education with the application of e-school.Teachers and administrators working in the primary schools bound to The Ministry of National Education in Selçuklu,Meram and Karatay districts of the province of Konya constitute the study population.In the study, ?Random Sampling Method? which is the sampling choosing method predicated on the probability ,was preferred.The sampling of the study consists of 210 teachers and 90 administrators working in 28 primary schools in total.The data was gathered through a questionnaire form prepared by the researcher .In the evaluation of the survey data,?Arithmetic Average?,?Standard Deviation?,?Pearson Correlation?,?Chi-Square?,?Argument t Test? and ?Anova? tests were applied.According to the study findings,it has been determined that after using e-school,there was an increase in the computer and internet using levels of teachers and administrators before not using e-school.It wasn?t found any differences between the branches and seniority of the participants and e-school applications.
