Özet
Bu tez çalışmasında günümüzde yerel yönetimler bünyesinde hizmet veren bir kamu kurumu olan Zabıta Teşkilatı ile alakalı olarak ana hatlarıyla teşkilatın tarihi aktarılmış ve günümüz zabıta teşkilatına dair yapılan araştırma ile teşkilata yönelik yapılan analizle birlikte teşkilatın günümüzdeki sorunları işlenmiş ve bu sorunlara yönelik çözüm önerileri geliştirilmiştir. Çalışma kapsamında ağırlıklı olarak yerli kaynaklardan yararlanılmış olup literatür taraması yapılmış, ilgili mevzuattan önemli ölçüde yararlanılmış ve bu çerçevede zabıta teşkilatının geçmişteki yerine ilişkin bilgilerin aktarılmasıyla gelecekte kamu içerisinde nerede konumlandırılacağına ve hangi görev alanlarında etkin bir hizmet sunulabileceğine dair değerlendirmeler yapılmıştır. Tezde yapılan değerlendirmeler teşkilatın kurumsallaşamamasından hareketle birtakım yapısal sorunları olduğunun kabulüyle, kurumun nasıl düzeltilebileceğine ilişkin olarak bir çözüm önerisi mahiyetindedir. Burada anlatılan hususlar bir özel kolluk kuvveti olan zabıtanın sorunlarına yönelik olsa da kolluk kuvvetlerinin iç güvenlik alanında birbiriyle ilişkisi çerçevesinde de değerlendirilerek Türkiye için en verimli hizmetin nasıl sunulabileceğine dair rasyonel öneriler içermekte ve bu kapsamda zabıta teşkilatında profesyonel sisteme nasıl geçilebileceğine dair değerlendirmeleri okuyucuya sunmaktadır.
In this thesis study, the history of the Municipal Police which is a public institution serving wthin local goverments is briefly explained and with the research and assay on organization current problems of the organization are discussed and solution suggestions are developed. Within the scope of the study, domestic sources were commonly used a literature review was made and the relevant legislation was significantly benefited in this context, information about the past position of the municipal poliçe was conveyed and evaluations were made regarding where it would be positioned within the public in the future and in what areas of duty it could provide an effective service. Although the issues explained here are focused on the problems of the municipal police a private law enforcement force, they are also evaluated within the framework of the relationship between law enforcement forces in the field of internal security and contain rational suggestions on how to provide the most efficient service for Turkey. In this context, it presents the evaluations on how to transition to a professional system within the Municipal Police Organization.
