dc.description.abstractRoma kurulduğu zamandan bu yana her daim krallara, tiranlara ya da vatandaşlardan bir adım öne çıkmış generallere mesafeli yaklaşmıştır. Krallık döneminin sıkıntılı senelerinin sona ermesiyle tabiri caizse oligarşik bir yönetim benimseyen Roma, zamanla Akdeniz siyasetine müdahil olma seviyesine ulaşmıştır. Daha sonraları bu oligarşik sistem, Roma aristokrasisinin öngördüğü biçimde halka birtakım kısıtlı demokratik işlemler sunsa da aslen soylu merkezli ve gaddar bir şekil almıştır. Roma’nın genişlemesi ve yayılması yaşadığı problemleri de büyütmüştür. Elde edilen arazilerin adaletli bir biçimde pay edilememesi, alt tabaka sayılabilecek insanlara verilen hakların çok sınırlı düzeyde kalması ve Roma’nın ilerlemesindeki rolü büyük olan ordunun bütün yükünün fakir halka yüklenmesi, MÖ 2. yüzyıla gelindiğinde büyük karışıklıklara zemin hazırlamıştır. Artık siyaseti giderek yozlaşan Roma, komutanlar ve öne çıkmış siyasetçiler tarafından dönem dönem şiddete de maruz kalmaya başlamıştır. Roma siyasetinde etkin olan karakterlerin çatışmaya girmesiyle birlikte ise çoğunlukla fakir halkın mağdur olduğu iç savaşlar kaçınılmaz olmuştur.en_US
dc.description.abstractSince its inception, Rome has always been wary of kings, tyrants or generals who stood one step ahead of the citizens. By the end of the painful years of the kingdom period, Rome, which adopted an oligarchic administration, so to speak, came to the level of being a partner in the Mediterranean politics over time. Later, this oligarchic system took a noble-centered and brutal form, although it offered some limited democratic operations to the people as envisioned by the Roman aristocracy. The growth and expansion of Rome also exacerbated the problems it experienced. In the 2nd century BC, the fact that the acquired lands could not be shared equally, the rights given to the ordinary people were very limited, and the entire burden of the army, which had a great role in the expansion of Rome, was laid on the poor people. Rome, whose politics are getting corrupted, started to be exposed to violence from time to time by commanders and prominent politicians. With the conflict of the characters who shape the Roman politics, civil wars, in which the people were the victims, were inevitable.en_US
