| dc.description.abstract | Konya ili sulama kooperatifleri işletme alanlarında görülen sorunlar Türkiye'deki tüm sulama kooperatifleri için örnek teşkil edebilecek niteliktedir. Doktora tezi olarak seçilen bu çalışmada amaç; Konya ili sulama kooperatiflerinde işletmecilik sorunları, sulama elektrik enerjisi giderleri ve sulama alışkanlıklarının tespit edilip, çözüm önerilerinin ortaya konulmasıdır. Araştırmadan elde edilen sonuçlara göre; - Konya ilinde 322 adet sulama kooperatifi bulunmakta olup kooperatiflerin 21 adedi faal değildir. İl'de açılan sulama kooperatifi sayısı Türkiye'deki sulama kooperatiflerinin %12,90'ıdır. İlde sulama kooperatiflerince açılan toplam kuyu adedi 3.246 ve takılan toplam pompa adedi ise 3.235 adet'tir. İlçelere göre en fazla açılan kuyu 882 adet ile Çumra ilçesi'nde en az açılan kuyu ise 5 adet ile Halkapınar ve Kulu ilçelerindedir. - İl sulama kooperatiflerindeki toplam debi 116.442 l/s, pompa kurulu gücü toplamı 134.479 kw/saat, sulama kooperatiflerince sulamaya açılan toplam alan 153.502 ha olup Türkiye'deki sulama kooperatiflerinin suladığı alanın %11,81'i ve Konya'da sulamaya açılan (609.299 ha) alanın % 25,19'dur. Sulama alanı en büyük olan 38.916 ha ile Çumra ilçesi, en küçük ise 43 ha ile Taşkent ilçesidir. İl sulama kooperatiflerince sulamaya açılan alanların 56.155 ha'ın da salma, 89.166 ha'ında yağmurlama ve 7.440 ha'ında ise damla sulama yapılmaktadır. Konya ilindeki sulama kooperatiflerinde toplam 31.586 adet çiftçi tesislerden yararlanmaktadır. - Konya İlindeki 16 adet ilçe için temin edilen 2017 yılı pompaj enerji tüketimi toplamı 182.721.090 kw/saat olup enerji tahakkuk tutarı ise 64.275.802,70 Tl'dir. En yüksek enerji bedeli 25.259.171,77 Tl ile Çumra ilçesinde, en düşük tahakkuk ise 4.686,10 Tl ile Kulu ilçesindedir. İlde ki (16 ilçe) sulama kooperatifleri birim sulama alanına düşen ortalama elektrik enerjisi gideri 1535,62 kwh/ha, teorik çekilen su miktarı toplamı 684.522.184,04 m³ ve 1 m³ suyun ortalama enerji bedeli ise 9,39 kuruş/ m³ çıkmıştır. -Araştırma bölgesindeki kooperatifleri temsil edecek şekilde toplam 102 kooperatif yöneticisiyle yüz yüze anket çalışması yapılmıştır. Bu değerlendirmelere göre; - Ankete katılan kooperatif yöneticilerinin %93,1'i 40 yaş üzeridir. - Ankete katılan kooperatiflerin % 87,3'ünde üye sayısı 50 ila 400 arasındadır. - Ankete katılan kooperatiflerin % 87,25'i yeraltı suyunu (YAS) ve % 12,75'i de yerüstü suyunu (YÜS) sulamada kullanmaktadır. Yöneticilerinin %53,9'u sulama suyu kalitesiyle ilgili bilgi sahibi değildirler. -Yöneticilerin % 96,1'i kooperatiflerinde sulamada kullanılan enerji tipinin elektrik enerjisi olduğunu, % 3,9'u ise enerji tipinin dizel olduğunu belirtmiştir. -Kooperatif yöneticilerin % 53,9'u sulama ücretlerini sulama saatine göre belirlediklerini, % 36,4'ü su debisine, % 3,9'u sulanan alana, % 4,9'u fıskiye sayısına ve % 0,9 'u ise motor gücüne göre belirlediklerini ifade etmişlerdir. Ankete katılan kooperatif yöneticilerinin % 59,9 'u su ücretlerini pahalı bulmaktadır. -Yöneticilerin % 59,9'u kooperatiflerdeki teknik personel sayısının yeterli bulurken, % 40,1' i ise yetersiz bulmaktadır. Kooperatiflerin % 29,4'ünde personel bulunmamaktadır. -Ankete katılan kooperatif yöneticilerinin % 61,8'lik oranı sulama suyu ücretlerinin zamanında alındığını belirtirken, % 38,2' lik kısım ise su ücretlerini zamanında alamadıklarını söylemiştir. - Kooperatiflerin karşılaştıkları sorunların başında % 47,1'lik oranla mali sorunlar, %17,6 ile üyelerle ilgili sorunlar,% 9,8 ile hukuki sorunlar, % 4,9 ile de personel sorunları ve % 20,6 ile diğer sorunlar gelmektedir. Mali sorunlar en önemli sorunları oluşturmuştur. -Ankete katılan yöneticilerin 32'si (%31,37) kooperatiflerinde hiçbir makine olmadığını beyan etmiştir. Ankete katılan kooperatif üyelerinin % 52'si sulama sistemlerinin ve alet-ekipmanlarının güvenliğini sağlayamadıklarını, % 48'i de sağlayabildiklerini belirtmişlerdir. SONUÇ OLARAK; Türkiye'de sulu tarım alanlarında önemli işletmecilik görevini yürüten sulama kooperatiflerinde yasal, mali, teknik ve işletmecilik sorunlarının iyice tartışılarak paydaşlarla birlikte çözüm modellerinin getirilmesi kaçınılmazdır. | en_US |
| dc.description.abstract | The problems encountered in operational fields of irrigation cooperatives of Konya province may represent the problems experienced in all irrigation cooperatives of Turkey. This study was conducted as a Ph.D. dissertation to identify operational problems of irrigation cooperatives of Konya province and to put forth solutions solution proposals for these problems. Irrigation electrical energy costs and irrigation habits of cooperative members were also investigated in this dissertation. Present findings revealed that; - There are 322 irrigation cooperatives in Konya province, but 21 of them are inactive. Number of irrigation cooperatives of Konya province constitute 12,90% of all irrigation cooperatives of Turkey. There are 3.246 wells opened by irrigation cooperatives and there is a total of 3.235 pumps installed into these wells. For number of wells opened in towns, Çumra town has the greatest number of wells (882 wells) and Halkpınar and Kulu towns have the least number of wells (5 wells). - Total discharge of irrigation cooperatives of the province is 116.442 l/s, total pump installed power is 134.479 kw/h, total land area opened for irrigation by irrigation cooperatives is 153.502 ha. Such an area constitutes 11.815 of the lands irrigated by irrigation cooperatives of Turkey and 25,19% of lands opened for irrigation in Konya province (609.299 ha). Çumra town has the greatest irrigation land size (38.916) and Taşkent town had the least irrigation land size (43 ha). Considering the method of irrigation applied over the irrigated fields of the province, flooding irrigation is practiced on 56.155 ha, sprinkle irrigation is practiced on 89.166 ha and drip irrigation is practiced on 7.440 ha. A total of 31.586 farmers are benefited from irrigation cooperatives of Konya province. - According to 2017 data for 16 towns of Konya province, annual total pumping energy consumption is 182.721.090 kw/h and accrued sum is 64.275.802,70 TL. The greatest accrued sum is observed in Çumra town (25.259.171,77 TL) and the least in Kulu town (4.686,10 TL). The average energy costs of towns of the province (16 towns) is 1535,62 kwh/ha, theoretical total amount of water drawn is 684.522.184,04 m³ and average energy cost per m³ water is 9,39 krş/m³. - Face-to-face questionnaires were performed with the directors of 102 cooperatives representing the entire cooperatives of the study region. Questionnaire data assessments revealed that; - Of the participant cooperative directors, 93,1% was over the age of 40 years. - Of the participant cooperatives, 87,3% had a number of members between 50 -400. - Of the participant cooperatives, 87,25% were using groundwater and 12,75% were using surface waters. - Of the participant cooperative directors, 53,9% had no idea about irrigation water quality. - Of the participant cooperative directors, 96,1% were using electrical energy and 3,9% were using diesel energy. - Of the participant cooperative directors, 53,9% were paying irrigation fees based on irrigation hours, 36,4% were paying based on water discharge, 3,9% were paying based on irrigation area, 4,9% were paying based on number of sprinklers and 0,9% were paying based on engine power. - Of the participant cooperative directors, 59,9% found water fees high. - Of the participant cooperative directors, 59,9% indicated they had sufficient number of technical personnel and 40,1% indicated insufficient number of personnel. Of the participant cooperatives, 29,4% had no personnel. - Of the participant cooperative directors, 61,8% indicated timely payment of irrigation fees and 38,2% indicated untimely payment of irrigation fees. - The problems encountered in cooperatives were indicated as; 47,1% financial problems, 17,6% member-related problems, 9,8% judicial problems, 4,9% personnel problems and 20,6% the other problems. Financial problems constituted the greatest problems. - Of the participant cooperative directors, 32 (31,37%) indicated that they had no machinery in their cooperatives. Of the participant cooperative members, 52% indicated that they were able to provide the safety of tool-equipment and 485 indicated that they were not able to provide safety of tool-equipment. AS TO CONCLUDE; Irrigation cooperatives are taking an important task of operation in irrigated lands of Turkey. Legal, financial, technical and operational problems of these cooperatives should be well-comprehended and solution models should be proposed with the stakeholders. | en_US |
