Özet
Avrupa Birliği (AB) hibelerinden Türkiye'de başta kamu kurumları olmak üzere çok sayıda özel kuruluşta faydalanmaktadır. AB tarafından tahsis edilen hibelerden yararlanan kurumlar arasında en yüksek payı yükseköğretim kurumları almaktadır. Bu çalışma, Avrupa Birliği Eğitim ve Gençlik Programları Merkezi Başkanlığı'nın amiral gemisi olan Erasmus Programı altında yükseköğretimde öğrenci öğrenme ve personel hareketliliğine tahsis edilen hibenin kullanılması ve muhasebeleştirilmesinin incelenmesini amaçlamaktadır. Birinci bölüm, ülkemizin AB ile olan üyelik ilişkisini ve bunun yükseköğretime yansıması olan Bologna Sürecinin Türk yükseköğretim kurumlarına olan etkisini ele almıştır. İkinci bölüm ise, AB Eğitim Programları içinde önemli bir yer tutan Erasmus Programının ayrıntılı incelenmesine yoğunlaşmıştır. Bunu yaparken, Erasmus Programının yükseköğretim uygulaması, Erasmus Programı kapsamında yürütülen faaliyetler ve hibe desteği konusu detaylandırılmış ve örneklerle güçlendirilmeye çalışılmıştır. Üçüncü bölüm, konunun muhasebeleştirilmesine ayrılmıştır. Bu bağlamda, program kapsamında yükseköğretim kurumlarına tahsis edilen hibenin temelleri ve kaynakları anlatılmaya çalışılmıştır. Hibenin, kullanılması ve yararlanıcılara aktarılması örneklerle desteklenmiştir. Yükseköğretim kurumlarında Erasmus Programı kapsamında tahsis edilen hibelerin verimli kullanımı, hem AB Komisyonu hem de diğer program paydaşları için büyük önem taşımaktadır. İlgili dönemlerde kullanılmayan hibeler, kaynağa iade edilmekte, bu da programın işleyişini ve gelecek planlamasını olumsuz etkilemektedir. Bu konu AB Komisyonu ve ülke Ulusal Ajansları tarafından hassasiyetle takip edilmektedir. Verimli kullanılmayan kaynaklar, paydaşların fon kullanım performansını doğrudan etkilemektedir. Tahsis edilen hibenin hedeflenen şekliyle öğrencilerin ve personellerin kullanımına sunulması ve bunu etkileyebilecek olumsuz faktörlerin asgari düzeyde tutulması programın seyri için önem arz etmektedir. Tahsis edilen hibelerin etkin, verimli bir şekilde harcanması ve hibe iadesine yol açan etkenleri ortadan kaldırmak amacıyla çalışmanın güncel bir kaynak olabileceği öngörülmüştür.
In Turkey, as well as a large number of private institutions, public institutions also benefit from EU grants. Among the institutions benefiting from the grants allocated by the European Union, higher education institutions have the largest share. This study aims to examine the use and accounting of the grant allocated to the student mobility for study and staff mobility in higher education within the Erasmus Program that is the flagship of the Center for European Union Education and Youth Programs. The first part has dealt with the membership relationship of Turkey's with EU and the impact of the Bologna Process on Turkish Higher Education Institutions. The second part has focused on the detailed examination of the Erasmus Program which has an important place among the EU Education Programs. While doing this, the higher education implementation of the Erasmus Program, the activities carried out within the scope of the Erasmus Program and the subject of the grant support have been detailed and tried to be strengthened with examples. The third part is devoted to the accounting process of the subject. In this context, basis and the sources of the grant allocated to the higher education institutions within the scope of the program have been tried to be explanied. Use and the transferring of the grant to the beneficiaries have been supported by the examples. The efficient use of the grants allocated under the Erasmus Program in higher education institutions has great importance for both the EU Commission and the other stakeholders in the program.The grants not used in the relevant periods are returned to the source; this negatively affects the functioning of the program and its future planning. This issue is carefully followed by the EU Commission and the National Agencies of the countries. The sources not used efficiently affect the fund application performances of the stakeholders directly. It has great importance for the course of the program to be brought the allocated grant in use for the students and staff in a targetted manner and to minimize the negative factors that may affect it. It has been foressen that the study may be an up-to-date resource in order to spend the allocated grants effectively and efficiently and to eliminate the factors leading to the return of the grant.
