Özet
1980'den sonra en güncel ekonomik konulardan biri haline gelen özellestirme kavramı özünde, kamu mal ve hizmetlerinin üretilmesinde ve dağıtılmasında, devletin veya kamu sektörünün rolünün küçültülmesi, özel sektör ve piyasa ekonomisi kurallarının hâkim kılınması anlamına gelmektedir. Özellestirmeyi sadece ekonomilerde görülen olumsuz gelismelerin sonucunda devletin ekonomik faaliyetlerinin azaltılması sorunu olarak ele almamak gerekir. Bu bakımdan bu çalısma ilk olarak özellestirmeye yol açan teorik ve pratik gelismelerin ne olduğu, özellestirme yöntemleri ve özellestirmenin olası sıkıntı ve sonuçları üzerinde yoğunlasmaktadır. ?kinci olarak, Türkiye'deki özellestirme uygulamaları amaç ve sonuçları itibarıyla ele alınmıstır. Sonuç olarak kavramsal olarak özellestirme ve özellestirmenin gerekçeleri ele alındıktan sonra Türkiye örneği üzerinden özellestirme uygulamalarının etkinliğine yönelik politikaların nasıl belirlenmesi gerektiği üzerinde durulmaktadır. Böylece Türkiye'deki özellestirme uygulamalarının etkinliğini tartısmak suretiyle daha etkin özellestirme uygulamaları için alınması gerekli karar ve tedbirler belirlenmis olmaktadır.
The term of privatization that to become to the most popular economic subject after 1980, has been mean that it is being diminished role of the state or puclic sector in producing and distributing of public goods and services, and it is being predominated the private sector and the market economy rules. It has not only to be consider as a matter that the state?s economic activities is being diminished because of harmful events in the economies. From this point of view first, this study has been concentrated on to the theorical and practical events are what sort of events that they have been to cause privatization and methods of privatization, and probable problems and results. Second, Turkish privatization practices were studied in respect to their objectives and results. Finally, the privatization term and reasons has been considered then it has been examined how have to been privatization policies determined oriented towards the effiency of privatization practices by using Turkish case. Thus by doing to discuss the effiency of privatization activities in Turkey it has been determined necessarity decisions and measures.
