Özet
Yaşanan hızlı ekonomik küreselleşme ile uluslararası ilişkiler disiplinin- de ekonomi-politik yaklaşımlar önem kazanmıştır. Ticaret ve barış ara- sındaki ilişkiyi inceleyen analizler de yine bu kapsamda, ekonomi-poli- tik bir çerçevede ele alınmaktadır. Yapılan pek çok çalışma, ticaretin ça- tışma olasılığını düşürdüğünün altını çizmektedir. Akademik çevrelerde bu hipotez ticari barış veya ticari pasifizm olarak adlandırılmakta ve ticari liberalizm başlığı altında değerlendirilmektedir. Liberal uluslara- rası ilişkiler kuramlarıyla yakından ilgili olan ticari liberalizm tarihsel, teorik ve görgül olarak zengin bir arka plana sahiptir. Bu çalışma kapsamında öncelikle dünya politikasında önemli bir yer teşkil eden liberal ekonomik/siyasal düzenin tarihsel gelişimi incelenmekte ve ardından uluslararası ilişkilerde liberal kuramın temel varsayımları ortaya konulmaktadır. Son kısımda ise yapılan okumalar çerçevesinde ticari liberalizm başta olmak üzere liberalizm çatısı altındaki farklı yaklaşımlara değinilmekte ve ticaret-barış ilişkisinde ticari liberalizmin oynadığı rol, konuyla ilgili teorik ve görgül literatür dikkate alınarak ayrıntılı biçimde analiz edilmektedir.
Political economic perspectives have been gaining ground in the discip- line of international relations with the rapid economic globalization. The relationship between trade and peace is also one of the controver- sial debates in political-economy. There is a large body of research that demonstrates that trade reduces the likelihood of conflict. This hypot- hesis, also called as commercial peace or commercial pacifism in aca- demia, is closely related to commercial liberalism that is one of the key components of liberal theories of international relations. After a survey of the historical evolution of the liberal economic/politic order in world politics, this study presents the main theoretical tenets of liberalism in international relations. In addition to this, this paper analyzes different branches of liberalisms with a specific reference to commercial liberalism. Lastly, a wide range of theoretical and empirical literature has been reviewed in order to account for the role of commercial liberalism in international political economy.
