| dc.description.abstract | Avrupa Birliği'yle entegrasyon sürecinde bölgesel gelişme vurgusunun giderek önem kazanmakta olduğu görülmektedir. Ancak Türk kamu yönetiminde reform tartışmaları ile sıklıkla gündeme gelen bölgesel kalkınma modelleri üzerinde genel bir uzlaşıya varıldığını söylemek mümkün görünmemektedir. Bu bağlamda çalışma çerçevesinde bölgeselleşme süreci, Avrupa Birliği bölgesel politikası, bölgesel kalkınma ajansları, Türkiye'de ajanslar oluşturulmadan önceki bölgesel gelişme ve bölge planlama süreci ve Avrupa Birliği ile uyum süreci çerçevesinde 5449 sayılı kanunun yasalaşma süreci ve Türkiye'deki kalkınma ajansı deneyimleri incelenmiştir. | en_US |

However, it is still hard to claim that there is a concensus on the regional development models which have come up by the reform debates in Turkish public administration. In this context, within the framework of the study; regionalization process, regional development agencies have been examined.
